About this file
This is a Scope of Work document for the Maryland Department of Transportation Maryland Aviation Administration (MAA) regarding emergency and spill response services at Baltimore Thurgood Marshall (BWI) and Martin State (MTN) Airports. The contractor shall provide comprehensive emergency response services including containment and removal of fuel, oil, and controlled hazardous substances; management of leaking or failing underground storage tank (UST) fuel systems; and cleanup of lavatory and sewage spills at both airports and other MAA-owned properties. All work must be performed in accordance with state and federal regulations. The contract requires the contractor to supply all necessary labor, equipment, materials, and technical expertise to fulfill these critical airport safety and environmental compliance functions. The scope encompasses both routine and emergency response capabilities to address environmental incidents and infrastructure failures that could impact airport operations and public health.
The document establishes requirements for contractor qualifications, response procedures, and compliance with applicable environmental and safety regulations governing hazardous materials management and spill response. The contractor must maintain readiness to respond to emergency situations and possess expertise in fuel system management, hazardous substance handling, and wastewater remediation. Specific pricing terms, contract duration, renewal options, and award dates are not detailed within this scope of work excerpt, but the contract requires demonstrated capability to manage multiple incident types across two major airport facilities simultaneously.

Affidavit.
B. CERTIFICATION REGARDING COMMERCIAL NONDISCRIMINATION
The undersigned bidder hereby certifies and agrees that the following information is correct: In preparing its bid on this project, the bidder has considered all proposals submitted from qualified, potential subcontractors and suppliers, and has not engaged in "discrimination" as defined in §19-103 of the State

(1) Fail to request, receive, or otherwise obtain authorization from the certified minority business enterprise to identify the certified minority proposal;
(2) Fail to notify the certified minority business enterprise before execution of the contract of its inclusion in the bid or proposal;
(3) Fail to use the certified minority business enterprise in the performance of the contract; or
(4) Pay the certified minority business enterprise solely for the use of its name in the bid or proposal.
Section M (Bid/Proposal Affidavit) MAA-MC-27-011
