About this file

This document is a Request for Qualifications (RFQ) issued by the City of Pendleton, Oregon, for on-call professional services related to Supervisory Control and Data Acquisition (SCADA) system upgrades for their public works infrastructure. The City is seeking qualified firms, specifically Rockwell Automation System Integrators (RASIs), to provide services for ongoing SCADA projects related to their water supply, water filtration, booster pump stations, storage reservoirs, lift stations, and wastewater treatment facilities. The City desires to have at least two firms on-call to assist with these SCADA upgrade projects, which are expected to be completed over a 3- to 5-year period. The City has budgeted $250,000 from the water enterprise fund and $400,000 from the sewer enterprise fund for SCADA upgrades in the fiscal year 2025.

The RFQ outlines the minimum qualifications for responsive firms, including RASI certification, experience with municipal clients, and proximity to the City of Pendleton. The City will evaluate the proposals based on technical competence, project team experience, project understanding and approach, schedule, and references. The successful firm(s) will assist the City with project budgeting, scheduling, and the full upgrade of the SCADA systems for both the water and wastewater facilities.

Request for Qualifications

On-Call Professional Services for Supervisory Control & Data Acquisition (SCADA) System Upgrades

The City of Pendleton, Oregon, invites qualified firms to submit qualifications for on-call professional services for on-going SCADA projects related to public works infrastructure. Public Works’ SCADA system assists with operation of:

· 10 water supply production wells, of which,

· 6 are used for aquifer storage & recovery

· 5 are used for seasonal hydropower production during recharge

· Water Filtration Plant (WFP) & river intake pump station

· 10 booster pump stations

· 6 storage reservoirs

· 6 lift stations

· Wastewater Treatment & Resource Recovery Facility (WWTRRF)

City desires to complete SCADA system upgrades, through several SCADA projects, and maintain on-call services to assist staff as needed. With the recent retirement of the Control Systems Manager, staff now needs to rely on outside assistance for the SCADA system.

Upcoming projects are primarily related to aging PLC/MMI, radios, and operational software. City desires to have at least two firms on-call to assist with the projects as they relate to water supply and wastewater treatment. Remote access is very important to assist staff with troubleshooting via master program logic controllers. City also desires quick on-site response for emergency situations related to remote program logic controllers. With cybersecurity concerns, Public Works IT Division will be completing the necessary work to allow remote access using two-factor verification.

City is currently constructing a new booster pump station located near the WFP and two new wellhouses located near the WWTRRF. These projects are contractually serviced with an established on-call system integrator. WFP and WWTRRF have multiple PLC/MMI locations throughout using an ethernet backbone for communication.

For all new and existing facilities since 2003, the City has sole-sourced the use of only Allen Bradley standard controls, drives, PLC/MMI, and Rockwell software products via Rockwell Automation. Our distributor is Columbia Electric Supply, or CES, located in Pasco, Washington. This sole-source requirement will continue under the on-call professional services. CES has provided the City with an installed base evaluation from July 2022 and an updated installed base evaluation from April 2024. July 2022 reflects the location of equipment within our municipal systems and a total inventory price of over $1.7 million. These spreadsheet documents are available information and will be provided upon receipt of the Letter of Interest.

City staff desires to complete an extensive upgrade to the overall SCADA system over the next 3- to 5-year period. City desires consideration of at least two RASI to assist in upgrades in two possible projects, one for the water system facilities and one for the wastewater system facilities. The successful firms and/or teams will work with staff to develop work orders or task orders to complete various projects.

For SCADA upgrades in FY25 (July 1, 2024 to June 30, 2025), City has budgeted $250,000 from the water enterprise fund and $400,000 from the sewer enterprise fund. These are part of a larger capital outlay budget. Success firms will assist City staff with project budgeting for FY26 and beyond in putting together a schedule and costs for full upgrade of the SCADA systems.

The successful firm or team must demonstrate expertise and experience in the design, installation, programming, testing, calibration, and start-up of SCADA systems used for municipalities. At a minimum, prospective firms must meet the following eligibility criteria to be considered responsive to this RFQ:

1) Be an authorized Rockwell Automation System Integrator, or RASI, at the date and time set for receipt of Qualifications. If not current with certification, submit a timeline in which RASI certification will be obtained. City will verify RASI certification using the Rockwell Automation RASI website;

2) Describe experience with at least two (2) municipal clients and the complexity of your work on their systems within the last five (5) years;

3) Be located within the Pacific Northwest and not less than 4 hours door-to-door travel time from the City of Pendleton; and

4) Have error/omission, general commercial liability, workers comp, and motorist vehicle insurance coverage. If successful Firm, certificate(s) of insurance coverage will need to be provided.
