About this file
This is a Questions and Answers (Q&A) document for an FBI solicitation for UTV (Utility Terrain Vehicle) trailers. The solicitation is a 100% small business set-aside requiring domestically manufactured trailers with delivery to a warehouse in Irwindale, California (zip codes 91706 or 92618). The base contract involves 75 trailers under CLIN 0001, with an option for an additional 55 trailers under CLIN 0002. All base trailers must be delivered between January 15, 2028, and June 1, 2028, as a single shipment or in batches, with each batch eligible for separate invoicing. The optional quantity may be ordered any time during the contract's Period of Performance, with separate pricing permitted for option units; pricing will be evaluated on total overall cost including all exercised and unexercised options.
Technical specifications clarify that trailers must feature tandem axles with two 3,500-pound axles for a 7,000-pound GVWR, minimum 4,600-pound payload capacity, electric brakes on both axles, and a ramp gate capable of handling 3,500 pounds. The chassis may be constructed of either 2-inch by 3-inch angle iron or channel steel meeting specified standards. Four welded D-rings must have 4,600-pound working load limits each. Treated pine decking is unacceptable; stained 2-inch by 6-inch Douglas fir minimum Grade B is required. The 8-inch side-rail height limit does not apply to the front rail; the 4-foot tongue is measured from the front of the deck to the center of the ball coupler. Trailers must be compliant with all California laws and regulations, including proper VINs and registration documentation upon delivery. Small business resellers may supply trailers through manufacturing partners, provided the trailers are U.S.-manufactured.
