This RFI is not a solicitation and is not construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made because of this request. The Government does not intend to reimburse respondents for any costs associated with the submission of their responses to this RFI; respondents to this RFI are solely responsible for all expenses associated with responding. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in response to this RFI that is marked “Proprietary” will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Response from this RFI will be used for market research purposes and to inform the Government’s acquisition approach.
If a solicitation is released, it will be synopsized via Sam.gov. It is the responsibility of potential offers to monitor Sam.gov for additional information pertaining to this requirement. The anticipated North American Industry Classification System (NAICS) code is 44133 (Automotive Parts and Accessories Retailers).
Description The United States Marshals Service (USMS) is issuing this Market Research RFI for information gathering purposes only. The purpose of this RFI is to solicit industry’s assistance and best practices to understand the elements/tasks that would comprise a comprehensive National Vehicle Outfitting (NVO). The Government anticipates this RFI will lead to a future Request for Quotes (RFQ) release that may result in one or more awards. After receipt of responses to this RFI, the Government may engage certain RFI respondents at its discretion for further discussions regarding their responses.
Problem Statement The USMS is seeking to renew their NVO contract as the fourth option year is due to expire mid-2024. To fill this NVO requirement, the Government is seeking contractors who provide law enforcement vehicle outfitting and be able to meet the needs of the agency.
The Government is seeking interest from industry to provide suggestions and ways to improve our research as we continue receive new vehicles to replace an aging fleet of vehicles.
Requested Information For the Government to understand your current NVO solution, please respond with a white paper outlining current capabilities and answering the following questions (elaborate all answers):
· Please provide a brief technical capabilities statement to showcase how your company can meet the requirement for a National Vehicle Outfitting (NVO) contract.
· Please provide any update/comments via track changes to the attached Performance Work Statement (PWS).
· Based on the PWS paragraph 3.1, what would the (estimated) individual price for each vehicle be to get outfitted? What would the estimated increase be on an annual (option year) basis? The CLINs would be a follow:
Standard Outfitting Package XXX1 – Sedan XXX2 – Passenger Van XXX3 – Pick-up Truck XXX4 – Sport Utility/Minivan Prisoner Transportation XXX1 – Passenger Van XXX2 – Cargo Van (Prisoner Insert) XXX3 – Large Sport Utility Vehicle (Suburban type) K9 XXX1 – Medium Sport Utility Vehicles (Explorer or Durango) XXX2 – Large Sport Utility Vehicles (Tahoe) Questions
· What is your physical location of your outfitting service?
· What is the maximum number of vehicles that you can outfit per day?
What is the maximum number of vehicles that you can outfit per week?
What is the maximum number of vehicles that you can outfit per month?
· How does your company handle a surge of vehicles to be outfitted?
· Is there a non-police vehicle (GM, Ford, Chrysler) that is the easiest to outfit – simple, lines, are clean, assembly is easy? For example, the Dodge Charger is very difficult to outfit versus a Kia Sorrento. Or does your company not have issues with any of the models?
· Does your company have drop ship agreements with OEM?
· How does your company provide vehicle status to the end user? Is there a website that the end user can log-onto like tracking a package via UPS/FEDEX? An Excel spreadsheet is NOT a system. Please explain.
· How does your company deliver vehicles from your outfitting facility – meaning do you have a follow-on transportation system set up to deliver to the end user? Please explain how your process works.
· Please provide your final inspections checklist for the Quality Assurance Check before final shipment.
· How does your company fix issues/defects after vehicle delivery – such as, the destination of the vehicle is California, and your outfitting is in Florida? Please provide the steps taken – does a local vendor come out and fix the issue? Does the USMS have to ship the vehicle back to your facility? Please explain.
· How does your solution meet the law enforcement outfitting requirements for USMS?
· What separates your company from others?
· Please provide your GSA schedule (if not applicable, please indicate)
· What is your company’s NAICS code?
· What is your company’s cage code?
· Please provide your company point of contact (to include an email address and phone number).
· Provide any recommendations acquisition or technical approach that the Government should consider for this effort.
RFI Responses The responses will be due no later than 12:00 PM Eastern Daylight Time (EDT) on 18 December 2023.
The cover page of the response will include the company name, Commercial and Unique Entity ID (UEI), address, point of contact including phone number and email address, as well as relevant business categories (e.g., large business, small business, 8a, women-owned, HUB-zone, Small Disadvantage Business (SDB), Service-Disabled Veteran-owned (SDVOSB); and if you are interested in potential acquisition as a prime vendor.)
Technical papers will be limited to no greater than five pages, including figures, tables, etc., Times New Roman, and 11-point font.
The responses must be emailed to marco.bazan@usdoj.gov and a courtesy copy to Gregory.hermsen@usdoj.gov and Samantha.davis@usdoj.gov.
Summary The information gathered because of this RFI will be used to assist the USMS in determining how an assessment requirement should be structured and what components are necessary to ensure that the USMS is successful in executing a cost effective and innovative solution.
