Fitzgerald Federal Building Anchorage, AK Indoor Firing Range Comprehensive Cleaning and Targeting System Removal

Requirements FY18 Scope of Work

1. Project Purpose:

The purpose of this project is to comply with the subsequent written requirements of the US Marshals Service (USMS) Indoor Firing Range (IFR) Program. Included in the scope of this project is a Comprehensive Range Cleaning with Hazardous Waste Disposal and Targeting System Removal with Hazardous Waste Disposal of the IFR located at the Fitzgerald Federal Building located at 222 W. 7th Avenue, Anchorage, AK 99513.

2. Project Description:

The Fitzgerald Federal Building IFR is located in the basement parking garage of the Federal Building. The firing range is a four (4) point Range Tech steel plate firing range. The trap needs to be chipped out. There is a room behind the trap. The area of the range is approximately 2000 square feet (SF), approximately 100 feet long by 15 feet wide, plus the gun cleaning area (120 SF), a control room (135 SF) and two storage rooms (250 SF combined). The length of the floor from the firing line to the backstop is approximately 81 feet. The length of the track is standard at 75 feet long. The trap may hold between 5,000 and 10,000 rounds.

3. General Requirements:

The contractor must comply with all Occupational Safety and Health Administration regulations identified within 29 CFR 1910.1025 and 1910.134, the Resource Conservation and Recovery Act 40 CFR parts 260-263 and 268 as well as State/Local regulations that govern cleaning and waste management of shooting ranges. The contractor must ensure all waste materials and debris are disposed of in accordance with applicable state and federal environmental regulations. Unless otherwise specified, all materials produced by the comprehensive cleaning and the targeting system removal become the property of the Contractor.

Protection of the contractor employees, building occupants and the earth’s environment are exclusively the obligation of the contractor. The USMS will assume no liability or responsibility for the contractor’s compliance or noncompliance.

The work is to be completed during normal work hours of 8:00 AM to 5:00 PM Monday thru Thursday, except Federal Holidays. The total performance period is not to surpass three consecutive days. The contracted work will be completed no later than August 23rd. The work schedule will be defined by the contractor and will be detailed in the chronology of the work (see Section 4).

Contractor parking at the federal courthouse is very limited and available on first-come-first-serve basis only. Contractor access and vehicle access must be coordinated with the USMS Range Master. The Contractor will be allowed access to the Firing Range, which is accessible via underground parking garage, for one vehicle. Maximum overhead clearance is approximately seven (7) feet.

Indoor Firing Range Comprehensive Cleaning and Targeting System Removal Requirements

Contractor must provide all supplies, equipment, material and labor to perform the work, aside from the government-furnished equipment (Tiger-Vac Vacuum Model 4D-35LEX DT MFS HEPA) to be used in this project. The vacuum cannot leave the premises and the HEPA vacuum filter and contents of filter chamber must be collected and properly disposed of according to manufacturer recommendations prior to the completion of the project (Section 4). The vacuum will be returned to the USMS Range Master in the same condition it was found, including any packaging. The Contractor will be authorized to use federal building 120-volt electrical outlets and water, as well as restrooms.

4. Comprehensive Range Cleaning Requirements:

This document is intended to provide the IFR Comprehensive Cleaning and Targeting System Removal requirements in order to minimize USMS employee exposure to lead dust.

Included are the expectations of contractors and responsibilities of USMS personnel. In accordance with (IAW) this scope of work (SOW), the Contractor must submit the following to USMS Environmental Occupational Safety and Health (EOSH) prior to the start of on-site activities:

A comprehensive work plan detailing the work to be accomplished

Chronology of the work to be accomplished

Safety and health plan

General Liability Insurance certificate or similar

Contaminated materials sampling, packaging, transport and disposal plan

Name of facility accepting contaminated materials

Recyclable metals packaging and transport plan

Name of recycling facility

A sales invoice, to the attention of the contractor or contractor’s personnel, detailing the product quantity and invoice date of a wet wipe solution identified as a lead neutralizing cleaner in its product labeling or description to be used for the project

Information detailing proficiency with handling and use of Tiger-Vac Vacuum Model 4D-35LEX DT MFS HEPA (with specialty attachments) to be used on this project

IAW this SOW the contractor must complete the following:

Place walk-off sticky mats on the control room floor and at range exit doors floor as a means of decontamination prior to and during comprehensive cleaning activities

Inspect the backstop. Note any missing parts, chips, cracks, or dents larger than two inches. Report in writing the damage on the post-cleaning inspection checklist to the Range Master.

HEPA vacuum floor and horizontal surfaces in the firing range, range control room and the weapons cleaning and storage areas at the direction of the Range Master.

HEPA vacuum and wet wipe the floors within seven (7) feet of the range exit door(s) in either direction.

Wet wipe surfaces in the firing range which cannot be thoroughly cleaned using the HEPA vacuum at the direction of the Range Master. These locations include, but are not limited to: walls, baffles, supply vents, ceilings, floors, firing lane partitions, target rails, backstop, doors and knobs, light switches, countertops, shelves, desks etc.

Collect all spent brass shells in properly labeled sealable bucket(s). Store buckets in a responsible manner until the project completion.

Collect spent lead in sealable bucket(s) labeled “lead only”.

Collect target debris, tacky mats, lead contaminated soiled rags, disposable wipes, lead contaminated water, broom, HEPA vacuum filter and contents of filter chamber, used personal protective equipment etc. in a solid container labeled “lead contaminated waste.”

4.1 Verification of Comprehensive Range Cleaning:

The contractor is responsible for following the direction of the Range Master during the administration of an instant lead test kit. The Healthy Home Lead Tester from LockUpLead provides a color change within two minutes to identify lead dust hazards. The contractor will reclean any surfaces or items within the firing range which fail to meet the standard prescribed during the day of service. Testing will be conducted from various locations throughout the IFR including but not limited to:

Firearms instructor’s control room desk

Firearms instructor’s control room floor

Gun cleaning area floor and bench

Storage room floor

Floor of each shooting booth

Any additional locations to be determined by the Range Master

Note: The USMS assumes the responsibility to collect wipe samples at the completion of the cleaning according to standard methods for surface samples. The USMS will send those samples to a lab certified by the American Industrial Hygiene Association, Environmental Lead Laboratory Accreditation program, for analysis.

5. Additional Project Requirements:

Upon completion of the Comprehensive Cleaning, the contractor will provide the firing range with the following:

Install, in the gun cleaning area, a wall mount not plumbed eyewash station to include two 32 oz. bottles of eye saline, a sterile, isotonic solution and provide 2 refills of eye saline.

Remove and dispose of existing targeting system to include carrier rails, stalls and control system.

6. Project Waste Disposal:

Consider lead and lead contaminated materials as hazardous waste and dispose of IAW aforementioned regulations. All lead bullets, fragments and shell casings shall be recycled if possible. If a recycler cannot be found, bullets and fragments will be classified as hazardous waste.

IAW this SOW the contractor must complete the following:

Collect all materials generated by the Contractor’s range cleaning and removal of the targeting system, such as target debris, tacky mats, lead contaminated soiled rags, disposable wipes, lead contaminated water, HEPA vacuum filter, HEPA vacuum dirt container, used HVAC exhaust filters, used personal protective equipment, and all other contaminated waste in a solid container labeled “lead contaminated waste.”

Dispose of or recycle lead and lead contaminated waste in accordance with EPA, state and local regulations.

Transport the waste to a regulated facility.

Deliver spent brass shells and spent lead slugs to a recycler.

7. Final Comprehensive Range Cleaning Report:

The contractor must electronically submit a final written report to EOSH including the following information prior to invoicing:

A comprehensive work plan detailing the work accomplished

A chronology of the work accomplished

A Uniform Hazardous Waste Manifest for the disposition of lead contaminated waste as well as Receipt Copies of the manifest

Recycling receipts for lead and brass with disposal invoice

Completed Comprehensive Range Cleaning and Target System Removal Inspection Checklist

SECTION II – ADDITIONAL PROJECT ITEMS

1. Install, in the gun cleaning area, a wall mount not plumbed eyewash station to include two 32 oz. bottles of eye saline, a sterile, isotonic solution and provide 2 refills of eye saline.
