Introduction:

This project will provide a 14 x 14 concrete pad properly placed to allow for the Global ASNT satellite system to track the appropriate satellites and renovate and existing server room for the new equipment racks in the room.

Background and Approach:

Members of the A/E team, Pond and Company, attended a Kick-Off Meeting and Design Charrette at Roland R. Wright ANGB with the 151st Air Refueling Wing to review criteria and project objectives. The Design Team worked with the Users, Base Civil Engineering and program representatives to determine the specific project requirements. This Type B.2 submittal includes floor and site plan as discussed during the design process. The MCC for the project is $500,000.

(2) General:

The overall scope shall include selective demolition of the existing exterior wall adjacent to the Comm. Storage room. to allow for a new 3’-5” x 7’-0” hollow metal door and frame with an STC rating of 45. This door will be a clean face door with no exterior door hardware and will be utilized as an emergency exit only. The new door location will have to be coordinated with the existing structural steel bracing and the Global ASNT equipment in order to function efficiently. The existing ceiling tile, grid, light fixtures, and mechanical equipment will be removed in the Comm. Storage room so that the ceiling will be exposed.

All openings, cracks and penetrations will be properly sealed in the Comm. Storage Room and Command Post.

(3) Size and Population:

(a) Size: Scope of project is 700SF, 500 SF for exterior concrete pad and 200 SF renovations of room

(b) Population: N/A

(4) Interior Construction:

(a) Floors: Concrete floor in server room will be excavated to allow for installation of 2 6-inch conduits. New VCT flooring and base will be provided.

(b) Interior Walls: Interior walls currently go from floor to roof deck. Some minor repairs and closing of holes will be required and full sealing of the gaps at deck and penetrations will be required.

(b) Ceilings: Will become an exposed ceiling.

(5) Code and Regulation Analysis: Codes and Regulations are outlined below in order of precedence from most to least.

This document outlines regulations relative to the IBC. Generally, UFC 3-600-01 governs over the IBC. ABA is to be used for accessibility. IBC is to be used for material requirements.

Chapter 8 Features of Fire Protection

8.7 Special Hazard Protection: No special hazards have been identified. The entire facility will be protected by automatic fire suppression systems.

Chapter 39 Existing Business Occupancies

39.2.3.2 Corridors serving 50 or more are required to be 44” wide.

39.2.5.2.1 Dead end corridors shall not exceed 50’ in building equipped with automatic sprinkler system.

39.2.5.3.1 Common path of travel shall not exceed 100’ in building equipped with automatic sprinkler system.

39.2.6.2 Travel distance to an exit shall not exceed 300’ in building equipped with automatic sprinkler system.

39.3.2.2 High hazard areas shall be separated by 1 hour construction with ¾ hour openings.

(3) General Existing Structure:

a) The area of existing building 210 where the communications room lies consists of a steel braced frame structure with exterior cold-formed metal stud wall backup for brick veneer. The existing roof structure consists of a metal roof deck that bears on steel joists. The exterior walls are supported on reinforced concrete stem walls which bear on reinforced concrete continuous footings.

(4) AT/FP: The existing building 210 structure is considered to be “Inhabited” as defined in Appendix A of UFC 4-010-01. See section C(5) of this report for AT/FP requirements.

(5) Structural Modifications:

Existing Building 210:

a) Exterior Cold-Formed Metal Stud Wall with Brick Veneer. Remove existing metal stud framing and brick veneer as required and replace with framed opening for 3’-9” wide x 7’-4” high personnel door opening (rough opening) in exterior wall.

b) Slab-on-Grade: Core drill existing slab-on-grade as required for (1) 6ӯ and (2) 2ӯ conduit installations from below grade. Remove and replace slab area as required for under slab conduit between electrical equipment.

New Satellite Support System:

a) Steel Platform: 12’ wide x 12’ long x 30” high (above grade) platform to support antenna pedestal assembly and antenna control unit. Framing members are W14x22 and W8x10 A992 Grade 50 Steel, with HSS column members. Antenna pedestal assembly is mounted to a 36” x 36” x 3/4” thick A36 steel plate. Platform walking surface is steel grating. All exterior exposed steel will be galvanized. Steel platform clearance from underside of W14 steel framing to top of concrete is just under 14” (13 13/16” exact clearance).

b) Mat Foundation: 14’ wide x 14’ long x 3’-0” thick reinforced concrete mat foundation to support steel platform. The mat foundation bears on a 12” thick structural fill layer, which itself bears on (2) levels of soil improvement fill, each of which consists of a bi-axial geogrid and a 12” thick stabilization fill.

C. CIVIL:

Site Location Map

The facility is located at Roland R. Wright Air National Guard Base (ANGB) in Salt Lake City, UT. The project site is located on W 750 N (3rd Street) between N 2325 W and Tanker Drive.

Final haul routes shall be determined by the construction contractor after consultation with the Contracting Officer, the Base Civil Engineer and Security Forces.

Practices (BMP’s)

Any design requirements not specifically defined by the Air National Guard Standards will be defined by the UFC Standards.

(2) General

a) The Global ASNT Support Facility (Building 210) requires an upgraded communication satellite compound that will be connected to the Command Post.

(3) Demolition

a) Site work includes the demolition of existing asphalt pavement and portions of concrete sidewalk and curb. In addition, fencing and some landscaping will be demolished.

b) Recycling of appropriate demolition debris will be provided as an option in the specifications.

c) Remove and replace one light pole located north of 3rd Street.

(4) Site Plan Concept

a) The site consists of an existing parking lot and associated driveways, concrete sidewalk, curbs, fence, and grassed areas. Site improvements include the following:

1. Concrete sidewalk to match existing on south side of Building 210;

2. Concrete ramp without hand railing on north side of Building 210;

3. Two 2” underground fiber communication conduits and one 6” underground power cable;

4. New security fencing and lighting around the satellite communication compound

5. New elevated antenna platform for related equipment.

b) Demolition, site, and utility plans are presented in Tab B.

(5) AT/FP: Roland R. Wright ANGB is located within a controlled perimeter. Global ASNT Support Facility (Building 210) is located near the entry control point for the base. The requirement of the project does not trigger ATFP compliance. The satellite compound will meet PL-3 security level.

(6) Grading and Drainage: The Global ASNT Support Facility (Building 210) is located in a partially grassed area with multiple areas of concrete and existing asphalt pavement

surrounding the building. The existing grading and drainage patterns will be maintained on site. Proposed new impervious surfaces are less than 2,000-square feet. As a result, stormwater management will not be required for EISA compliance as the total new impervious area will be less than 5,000-square feet as defined in UFC 3-210-10 Low Impact Development.

(7) Erosion and Sediment Control Measures: Minimal erosion and sediment control is anticipated due to the small footprint of disturbance. As land disturbance is required, the erosion and sediment control plans will be developed to meet jurisdictional requirements.

(8) Recreational Facilities: No new exterior recreational facilities are anticipated for the new facility.

(9) Utilities General: The new antenna will require new power connections. It is understood that the Base maintains and manages the various utilities that serve the Air National Guard Base.

UTANG owns the water, sewer, and stormwater infrastructure on-base. Utility connection points will be confirmed by the Base.

a) Wastewater Collection and Disposal: The existing wastewater collection and disposal lines supplying the building will remain.

b) Water Supply for Fire Protection: The existing fire protection line supplying the building will remain.

c) Water Supply And Domestic Use: The domestic water line supplying the building will remain.

d) Landscape Irrigation: No landscape irrigation will be provided for the new facility.

e) Natural Gas Service: The existing gas service line will remain.

f) Electric Service: See electrical narrative for additional information.

g) Communication: The existing communications service line will remain.

(10) Proposed Facilities Landscaping: Landscaping for the existing facility will be minimal consisting of seeding and/or sodding for disturbed pervious areas. Any removed trees may be replanted or replaced, as needed. Landscape rock to be replaced to match existing.

(11) Environmental Concerns: Environmental concerns are not expected.

(12) Groundwater Contamination: Groundwater contamination is not expected.

(13) LEED: The Design Scope is not eligible for USGBC LEED recognition.

(3) Existing Conditions:

A ductless split system serves the current Comm. Storage, and another ductless split system serves the Command Post. The units are 2-ton split systems with the indoor units mounted on the wall, and the outdoor units mounted on grade. Wall-mounted thermostats control the units. The units sufficiently cool the space and are in good working condition.

(4) Demolition Work:

The existing ductless split system (indoor unit and outdoor unit) in the Command Post space will be demolished. The existing Comm. Storage room has a slot diffuser and supply duct from an existing multizone Air Handler Unit. The supply duct will be reused to provide air to positively pressurize the space. The diffuser will be demolished.

(5) New Work:

The Command Post will be conditioned with a new cooling and heating ductless split system (DSS) to maintain a constant temperature of 72 deg F. The system will include an outdoor air-cooled condensing unit located on grade and an indoor wall-mounted, ductless fan coil unit. The system will be controlled using a wall-mounted thermostat. New refrigerant piping will be provided to connect the indoor fan coil unit with the condensing unit outside. The system utilizes R-410A refrigerant.

The existing ductwork in the space will be truncated, back to the wall. A new wall diffuser will be added to distribute the supply air from the existing system.

(6) BACnet Control System

The Comm. Storage Room will not be monitored by the existing DDC system.

(7) Test and Balance / Commissioning

A third-party test and balance company (certified by AABC or NEBB) will test and balance the HVAC equipment and all air systems. The TAB company will be expected to produce reports on all tests for approval.

Commissioning is not required for this project due to the scope.

Third-Party Certification is not required due to the small project scope. Thus, the High Performance Sustainable Study and UFC 1-200-02 is not utilized for the project design.

(8) Plumbing Scope:

The scope of this project does not include plumbing work with the exception of the condensate piping.

(9) Miscellaneous:

Thermostats will be provided within the zones served with identification to the proper HVAC unit. There is no requirement for a fire damper since the system is ductless.

(2) General: This project consists of modification of the existing SCAMP system to accommodate the Global Aircrew Strategic Network Terminal (GASNT), located at Roland R. Wright Air National Guard Base (ANGB) in Salt Lake City, UT. The electrical scope of this project includes the routing of underground communications conduit to the existing command post communications room and providing power for the new GASNT equipment.

(3) Secondary Power Distribution: The power requirements for the PDSC equipment supplied in increment 1 is a 208V/3p, 20A circuit. This circuit will be fed from an existing panelboard inside the command post, panel ‘ELPE’. Panel ‘ELPE’ is a 125A MCB, 42 pole, 208V/3ph panelboard on the building emergency generator. A new Nema 3R enclosure load center will be installed at the antenna platform. The load center will be mounted to a galvanized steel channel system.

(4) Grounding: The existing command post communications room has a telecom ground bar, however it is unknown if the TGB meets the resistance requirements of the new GASNT.

A new EGB will be provided to achieve a value of 10 ohms or less in accordance with Military Handbook MIL-HDBK-419A. An additional ground bar and ground ring will be provided at the antenna platform. Additional grounding will be provided for the antenna security fence in accordance with UFC 4-022-03.

(5) Lighting – General: Lighting will be designed to meet the lighting intensities recommended in IES and UFC. Energy conservation practices regarding lighting control will be implemented per ANG ETL 15-01-05 and ASHRAE 90.1.

a) Interior Lighting: Interior light fixtures will consist of nominal 85 CRI, 4000 K color temperature LED industrial strip with wire guard.

b) Exterior Lighting: A new building mounted LED wall-pack will provide perimeter lighting at the new exterior door. The new exterior fixture will be tied into the existing building mounted exterior lighting controls. New exterior security lighting for the antenna will be fed from a new load center mounted at the platform. Security lighting will have a mounting height of 35’ and will be a minimum 24” from the secure fence.

c) Emergency and Egress Lighting: All emergency and egress lighting will have an individual emergency battery power supply.

(6) Underground Antenna Conduit

a) A new underground ductbank will be provided for routing GASNT cables from the antenna to the PDSC. One 6” schedule 80 PVC conduit will be provided from the antenna, underground to the building foundation. From the building foundation, underneath the building to the command post comm room shall be directional bored.

The conduit will transition from schedule 80 PVC to HDPE where underneath the building. The conduit will use long sweep bends to extend through the command post comm room floor for routing of the PDSC cables.

b) Three additional 2” schedule 80 PVC conduit will be provided in the same trench as the antenna conduit. Two of the conduits provided are for security and one conduit will be provided for a new 60A load center mounted at the platform.

c) All conduit will be provided with ½” mule tape.

d) An additional 6” schedule 80 PVC conduit will be provided overhead between the

PDSC and MEC components.

(7) Lightning Protection

a) A new air terminal will be installed at the top of the existing communications tower.

Ground the lightning protection to the new antenna platform ground ring.

(8) Materials

a) All conductors and cables will be installed in conduit. Rigid steel conduit or IMC conduit will be used in all exposed locations. EMT will be utilized where installed above ceilings and areas not exposed to physical damage. PVC will be used underground. Minimum conduit size will be ¾”.

b) All conductors and cables will be installed in conduit. All conductors will be copper, 600 Volt, with type THHN/THWN insulation, except service entrance conductors which will have type USE insulation. MC cable will not be used. Minimum conductor for power and lighting circuits will be No.12 AWG. Control circuits will use No.14 AWG minimum.

c) Security: The new exterior door will be tied into the existing Advantor security system and wired for intrusion detection.

(2) General Building Description:

a) The overall scope shall include selective demolition of the existing exterior wall adjacent to the Comm. Storage room. to allow for a new 3’-0” x 7’-0” hollow metal door and frame. The new door location will have to be coordinated with the existing structural steel bracing and the Global ASNT equipment in order to function efficiently.

The existing ceiling tile, grid, light fixtures, and mechanical equipment will be removed in the Comm. Storage room so that the ceiling will be exposed. The scope of work is not considered a Major Project per UFC 3-600-01 Section 2-1.20. The scope of work is classified as a Modification per UFC 3-600-01 Section 2-1.25 and shall follow the requirements of Chapter 34.

Notice: UFC 3-600-01 Chapter 4-11.1.2 requires Air Force Electronic Equipment Areas to be designed in accordance with ETL 01-18. At the direction of the base, the Comm. Storage room is not required to be designed in accordance with ETL 01-18.

Because of this direction, Pond classifies the Comm. Storage room as Incidental Electrical Equipment instead of an Electronic Equipment Area to meet requirements of UFC 3-600-01. Incidental Electrical Equipment is building-only communications equipment for Non-Mission Essential or Non-National Defense purposes per UFC 3- 600-01 Chapter 2-1.16. UFC 3-600-01 requirements for Electronic Equipment Areas do not apply to Incidental Electrical Equipment per UFC 3-600-01 Chapter 2-1.8, therefore ETL 01-18 is not applicable and no additional fire protection or fire alarm is required for the Incidental Electrical Equipment in the Comm. Storage room.

(3) Automatic Fire Sprinkler System Description:

a) The existing facility is protected by a fire suppression system. This project will only change out the existing single head from pendant to an upright sprinkler head.

(4) Design Criteria:

a) System design shall match previous sprinkler design category or shall be Ordinary

Hazard in accordance with UFC 3-600-01.

(5) Water Supply:

a) A fire flow test was not performed or required.

b) UTANG is in an area with Seismic Design Category D. Any new components on the sprinkler system will require seismic bracing as required by NFPA 13 Chapter 9.

(6) Fire Alarm and Mass Notification:

a) The existing fire alarm system will not be modified.

(7) Fire Extinguishers

a) The existing facility is protected with fire extinguishers. A fire extinguisher is existing within 75’ of the Comm. Storage room. No additional fire extinguishers are required.
