USEB172009 – Security Alarm
STATEMENT OF WORK
UTAH AIR NATIONAL GUARD/151st SECURITY FORCES SQUADRON
ALARM SYSTEM UPGRADE for Global ASNT Requirement
1.0 INTRODUCTION
1.1 Organization
1.1.1 Identification. Utah Air National Guard, 151st Security Forces Squadron, 765 North 2200 West, Salt Lake City, Utah 84116-2926
1.1.2 Mission. The Utah Air National Guard (UTANG), 151st Security Forces Squadron is required by national directives to maintain positive control of vital Air Force Resources under the control of various units. These buildings, vaults and SCIFs contain Protection Level resources and must be equipped with an Air Force approved security alarm system and access control system.
1.2 Background and Objectives. Advantor Systems is one of the Air Force authorized intrusion detection equipment providers for monitoring alarm systems. The site preparations for the Command Post Global ASNT equipment requires a new exterior door in the command post. The command post is a restricted area and this new door is required to be tied into the existing Advantor alarm system. The construction project for the site preparations will provide the conduit for the new door, this statement of work covers the door sensor, wiring, and programming into the alarm system.
2.0 TECHNICAL REQUIREMENTS
2.1 Scope of Work. The contractor shall provide the necessary personnel, equipment, and materials required to install a new door sensor, wiring, and programming to incorporate the new command post door into the existing alarm system. Provide, install, connect, and test the security system for the new command post door located in building 210. New sensor shall be tied into the existing command post panel. New sensor shall be programmed in the same manner as the existing command post sensors.
3.0 DESCRIPTION OF TASKS
3.1 Task 1: Work Plan
3.1.1 Task 1A – The contractor shall prepare a draft work plan for review by ANG and 151 CES.
3.1.2 - Task 1B – Upon incorporation of 151 CES comments, the contractor shall finalize the draft work plan and submit a copy to the UTANG.
3.2 Task 2: Provide and install approved new door alarm system in command post (bldg 210). Work shall be scheduled as to be operational within 4 calendar days after the door has been installed by the construction project.
4.0 REPORTING REQUIREMENTS
4.1 The original copies of the final documents shall become property of the UTANG.
5.0 DELIVERY/PERFORMANCE SCHEDULE

3.1.1 The contractor shall prepare a
draft work plan for review by ANG and 151 CES
30 Days after contract award
3.1.2 Upon incorporation of
151 CES comments, the contractor shall finalize the draft work plan and submit a copy to the COR.
15 Days after UTANG draft approval
3.2 Provide and install approved new
door alarm system in command post (Bldg. 210).
According to Final Work Plan in Task 3.1.2. No later than 4 calendar days after installation of command post door.
6.0 PERIOD OF PERFORMANCE. The period of performance for this contract is 180 days from the award of this contract.
7.0 WORK HOURS. The work hours for the Utah ANG are Monday – Thursday, 0600 – 1630. The contractor will be expected to perform during the normal UTANG work hours unless otherwise arranged in advance with the COR.
8.0 WARRANTY. The contractor shall warrant all equipment and labor provided under this contract for a period of no less than one year. Defective equipment shall be repaired or replaced by the contractor at no cost to the government during the warranty period. Abuse or misuses by Government personnel, normal wear and tear or Acts of God are excluded from the warranty.
9.0 CONTRACTING OFFICER’S REPRESENTATIVE. A primary Contracting Officer’s Representative (COR) will be appointed for inspection and, when appropriate, acceptance of deliverables under this program, work statement, and any resulting contract or modification. COR duties will be assigned and defined by the Government Contracting Officer at time of appointment and a copy of the appointment letter provided to the contractor for acknowledgement.
10.0 INSPECTION AND ACCEPTANCE
10.1 The Government will inspect the contractor’s service, for compliance with contract objectives.
10.2 Certification by the Government of satisfactory services provided is contingent upon the contractor performing in accordance with the terms and conditions of the referenced contract. When an observation indicates performance requirements are not being met, the COR will notify the contractor. The contractor will take steps to rectify the situation and notify the Government upon completion. Government reserves the right to require re-performance at no additional cost. Surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the contracting officer as a result of surveillance will be in accordance with the terms of this contract.
10.3 The Contracting Officer will assume a quality performance rating of “satisfactory” on all measured deliverables unless otherwise notified by the COR. By approving service and/or deliverables, the COR confirms the quality performance rating of “satisfactory” unless otherwise annotated.
10.4 At the end of the contract period of performance, the COR will submit to the Contracting Officer, a final Quality Performance Review to document the quality performance rating during the performance period. The contractor will be rated as outstanding, excellent, satisfactory or unsatisfactory in the areas of:
contract technical requirements, contract quality control, timely performance and effectiveness of management, compliance with labor and safety standards. The contractor will be notified of any unsatisfactory rating, either in the individual element or in the overall rating. Prior to completing the evaluation, the contractor may comment on the rating and all contractor comments will be made a part of the official record. Performance evaluation reports will be available to all DOD Contracting Officers for their future use.
