About this file

This document outlines security system requirements for a USDA APHIS facility lease agreement. The government owns and operates a Lenel-based security enterprise system, and all installed devices must comply with this existing architecture. All devices will be installed by certified technicians and tied into the USDA APHIS access control infrastructure. The system requires FIPS-compliant dual technology card readers installed at minimum on the most frequently used exterior entrances, with intrusion detection devices (door contacts, glass breaks, or motion sensors) on all other exterior doors and perimeter-accessible rooms. The Federal Protective Service Megacenter will provide alarm monitoring services, while USDA APHIS retains responsibility for equipment maintenance and labor. System components remain government property and may be removed at lease end.

The lessor must prepare the space with specific infrastructure: one 4' x 8' fireproof plywood panel mounted on the wall, one dedicated 20-amp 120VAC electrical circuit at 24" above finished floor in a 1900 box for hard-wired security power, one dedicated analog POTS line for the alarm dialer, and one LAN/WAN IT drop at 54" above finished floor. At each identified card reader door, the lessor must install single gang work boxes with conduit stubbed above drop ceiling or routed to the telecommunications closet as required. Where feasible, door subcontractors should prepare doors and frames for specific security equipment applications.
