This document is a Fiscal Year 2027 1st Quarter Industry Engagement presentation by the U.S. Citizenship and Immigration Services (USCIS) Office of Contracting, delivered on October 27, 2026.

Key operations contracts include the National Benefits Center Records Operations Contract (NBC ROC), valued over $100M with a small business set-aside, estimated solicitation release November 2026, and period of performance August 2027–August 2032; Records Operations Support Services (ROSS), over $100M on GSA MAS with an 8(a) set-aside, estimated solicitation October 2026, February 2027–January 3032; sign language interpretation services across five zones with socioeconomic set-asides ranging from $500K to $5M; Card Upgrade and Redesign Equipment (CURE) for secure identification card production over $100M on GSA Alliant III; and Contact Center Tier 1 (CCT1) supporting multi-tier contact center operations over $100M on GSA Schedule with small business set-aside, estimated release November 2026, February 2027–August 2029. The Technology Division supports the Office of Information Technology, procuring commodities and services including major initiatives: Enterprise Gateway and Integration Services (EGIS) III ($50–$100M on GSA Schedule, small business set-aside, January 2027 solicitation release, June 2027–May 2031); Application Platform Enablement and eXcellence (APEX) over $100M on GSA Schedule (formerly PAGES), May 2027 solicitation release, September 2027–August 2032; Security Operation Analytics Rigor (SOAR) ($100–$150M on GSA MAS IT, November 2026 direct release, July 2027–July 2030); and Immigration Biometrics and Identity Services (IBIS) ($200–$250M on GSA MAS IT, small business set-aside, December 2026 direct release, July 2027–February 2032). Additional technology contracts address cybersecurity, infrastructure, and software licensing across multiple contract vehicles including GSA HACS 8(a), STARS III, and NASA SEWP. The presentation includes a comprehensive software requirements list with 46+ software renewals and procurements valued between $350K and $20M across multiple award quarters (Q1–Q4), utilizing GWAC vehicles. USCIS maintains alignment with the Revolutionary FAR Overhaul 19.101(a) emphasis on small business set-asides and has achieved FY26 goals including 59.63% small business prime, 29.23% SDB, 9.43% HUBZone, and 10.70% SDVOSB. Upcoming quarterly industry engagement calls are scheduled for January 26, 2027 (Q2), April 27, 2027 (Q3), and July 27, 2027 (Q4), all at 1:00 PM Eastern, with self-registration on SAM.gov.

• USCIS is aligned with Revolutionary FAR Overhaul (RFO) 19.101(a): “provide maximum practicable opportunities in its acquisitions to small business and other small business socioeconomic categories”.

• While RFO 19.111-2 makes clear that the decision to set aside orders placed under multiple-award contracts (GSA FSS & IDC) is at the CO’s discretion, USCIS continues to carefully consider and to utilize small business and specific socioeconomic set-asides where determined appropriate.
