USCIS FY27 1st Quarter Industry Engagement Briefing
This document is a fiscal year 2027 first quarter industry engagement presentation from the U.S. Citizenship and Immigration Services (USCIS) Office of Contracting, delivered October 27, 2026. The briefing provides an overview of planned contract opportunities across two primary divisions: Operations and Technology, along with small business program achievements and upcoming solicitation schedules. USCIS achieved FY26 small business goals exceeding targets in several socioeconomic categories, including 59.63% small business prime contracting (target: 52.37%), 29.23% small disadvantaged business (target: 5%), 9.43% HUBZone (target: 3%), 10.70% service-disabled veteran-owned small business (target: 5%), and 7.70% woman-owned small business (target: 5%). The agency continues to evaluate small business set-asides on GSA FSS and IDC contracts at the Contracting Officer's discretion per the Revolutionary FAR Overhaul guidance. A new Acquisition Planning Forecast System will go live November 5, 2026, requiring industry users to access opportunities through the DHS Advance Acquisition Planning Forecast webpage, with the current system offline October 31 through November 4.
The Operations Division manages supplies and services for multiple USCIS offices, utilizing competitive negotiation, GSA Schedule, simplified acquisition, and indefinite-delivery contract vehicles. Awarded contracts include Field Office Support Services (70SBUR26F00000141), sign language interpretation services across multiple zones, language and interpretation support services, and enterprise PC postage. Upcoming solicitations include National Benefits Center Records Operations Contract (over $100 million, estimated draft release 11/30/2026), Certified Transcription Services under 8(a) set-aside (estimated $350k–$500k, release 12/11/2026), sign language interpretation services for Zones 3, 4, and 5 (estimated $500k–$5 million each, releases 6/1/2027), LexisNexis Subscription (estimated $5–$10 million, release 2/1/2027), Home Country Support Services (estimated $20–$50 million, no small business set-aside, release 2/1/2027), and background investigation services (estimated $20–$50 million, release TBD). The Technology Division manages IT commodities and services for the Office of Information Technology across multiple customer divisions. Major planned procurements include Enterprise Gateway and Integration Services (EGIS) III (estimated $50–$100 million, small business set-aside, release January 2027), Application Platform Enablement and eXcellence (APEX) (estimated over $100 million, release May 2027), Security Operation Analytics Rigor (SOAR) (estimated $100–$150 million, release 7/2/2027), Immigration Biometrics and Identity Services (IBIS) (estimated $200–$250 million, small business set-aside, release 12/1/2026), Enterprise Contact Center Experience 2 (estimated $50–$100 million, release 3/1/2027), and numerous software licensing requirements through government-wide acquisition contracts ranging from under $350,000 to $10–$20 million with award quarters spanning Q1–Q4 FY27.

• USCIS is aligned with Revolutionary FAR Overhaul (RFO) 19.101(a): “provide maximum practicable opportunities in its acquisitions to small business and other small business socioeconomic categories”.
• While RFO 19.111-2 makes clear that the decision to set aside orders placed under multiple-award contracts (GSA FSS & IDC) is at the CO’s discretion, USCIS continues to carefully consider and to utilize small business and specific socioeconomic set-asides where determined appropriate.

Description: The USCIS Fraud Detection and National Security Directorate, Immigrant Investor Program Office, has a requirement to procure access to the Sayari graph analyst platform to support fraud, detection, national security, and public safety screening and investigative activities. The platform will assist FDNS personnel in identifying, analyzing, and documenting connections among individuals, businesses, corporate entities, trade activity, and related ownership structures. Sayari graph analyst aggregates corporate, trade, and risk relevant data from more than 250 jurisdictions and provides network analysis capabilities to help identify relationships, ownership interests, affiliations, and other links that may not be readily apparent through standard research methods. These capabilities support FDNS efforts to detect fraud indicators, assess potential public safety concerns, and identify national security-related risks associated with USCIS adjudicative and investigative workloads.
