About this file
This is a Draft Request for Proposal (RFP) Specification for the U.S. Coast Guard Response Boat - Small Third Generation (RB-S III), a 31-foot 9-inch aluminum hull vessel designed for multi-mission operations including search and rescue, maritime law enforcement, ports and waterways security, drug interdiction, and migrant interdiction.
The specification establishes comprehensive technical requirements for a high-speed patrol boat that must achieve a minimum full speed of 45 knots and a range of at least 150 nautical miles at 25 knots cruising speed. The vessel will accommodate 12 personnel (four-person crew and eight passengers) with shock-mitigating seats and shall remain dynamically stable in seas up to six feet. The RB-S III will be powered by two 4-stroke gasoline outboard engines with counter-rotating propellers and electronic throttle control. Key systems include a USCG Second Generation Scalable Integrated Navigation System (SINS-2), Automatic Identification System (AIS-2), two Motorola APX-8500 Tactical Radio Systems, one Standard Horizon GX-6000 DSC Class D radio, a boat crew communications system with AES 256-bit encryption, and an electro-optic/infrared camera system. The vessel will feature aluminum construction per ISO 12215 Category B standards, four weapon mounts for M240B light machine guns, dedicated small arms storage racks, ammunition storage for four M19A1 containers, comprehensive lighting systems including law enforcement blue lights and searchlights, and safety systems including bilge alarms, fire extinguishing equipment, and carbon monoxide detection. The specification also requires a trailered weight condition not exceeding 12,000 pounds, a matching DOT-certified aluminum trailer with torsion bar suspension, and comprehensive general outfit including anchor kits, mooring lines, life-saving equipment, navigation tools, and repair parts. Construction must comply with American Boat and Yacht Council (ABYC) standards, AWS welding codes, and ISO standards for stability, hull construction, and window strength. All materials must be marine-grade with particular attention to corrosion resistance, and the vessel must operate continuously in water temperatures from 28°F to 95°F and air temperatures from 0°F to 120°F.
