041-4.7 [Orig] Corrective actions shall be implemented on all affected RB‑S III boats and trailers, delivered and in production, unless otherwise agreed in writing by the USCG.
041-5 [Orig] Configuration Control
041-5.1 [Orig] Engineering Change Proposals (ECPs)
041-5.1.1 [Orig] After delivery of the second RB‑S III, the Contractor may propose changes to contract requirements to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) / obsolescence or to improve safety, reliability, maintainability, or supportability.
041-5.1.2 [Orig] The Contractor shall request an ECP number from the USCG before submitting an ECP and shall use DD Form 1692 (https://www.esd.whs.mil/Directives/forms/dd1500_1999/DD1692/).
041-5.1.3 [Orig] Each ECP shall describe the proposed change and rationale, identify effectivity (second hull or trailer to receive the change), recommend retrofit for previously accepted boats and trailers, list all affected configuration and technical documentation in DD Form 1692, and address impacts to performance, safety and stability, software/firmware and parameter sets, logistics (MECL, SNR, spares, manuals), cost, and schedule.
041-5.1.4 [Orig] The USCG may order retrofit to install an approved change in the field. When installation is included, the Contractor shall perform it and shall develop and deliver Engineering Change Installation Instructions (ECII) (template provided as GFI) identifying all required parts, consumables, tools, and step‑by‑step instructions. The Contractor shall provide all components and instructions listed in the ECII as part of the retrofit
041-5.1.5 [Orig] If an ECP is approved, implementation details will be established via contract modification. No change shall be implemented on any RB‑S III or trailer without written USCG approval.
041-5.2 [Orig] Field and Warranty Changes
041-5.2.1 [Orig] If correcting defects during warranty requires a configuration change before PCB establishment, the Contractor shall inform the USCG of the proposed change, recommend implementation on all delivered and in‑production boats and trailers, and update the CSA system, MECL, SNR, and applicable TDP elements.
041-5.2.2 [Orig] If a configuration change is identified after PCB establishment, the Contractor shall submit an ECP for USCG approval prior to implementation, even when the change is to correct a defect under warranty.
041-5.3 [Orig] Request for Variance (RFV)
041-5.3.1 [Orig] The Contractor may propose variance from a particular requirement of an item’s configuration baseline documentation for a specific hull or number of hulls, or for a specific period, by submitting a Request for Variance (RFV). An RFV differs from an engineering https://www.esd.whs.mil/Directives/forms/dd1500_1999/DD1692/ change because it does not require a change to the configuration baseline document but merely documents the authority for the specified hulls and their configuration documentation to differ from the baseline document. The USCG will review RFVs. Upon acceptance in the form of a contract change, the KO will authorize the Contractor to implement the RFV.
