About this file

This document is a Questions and Answers (Q&A) file for the Administrative Office of the U.S. Courts' Enterprise Learning Management System (LMS) solicitation (USCA25R0210). The procurement specifically seeks Cornerstone OnDemand licenses and related services, with a focus on implementing an enterprise-wide LMS solution for the Judiciary. Key details include 35,000 Cornerstone OnDemand licenses, with no external users initially, and a requirement for hosting in a government cloud like AWS GovCloud to ensure enhanced security. The contract will require a Senior LMS Consultant/System Administrator who can handle both technical implementation and project management responsibilities.

The solicitation has specific technical requirements, including FedRAMP Moderate compliance, SAML 2.0 integration with the JENIE platform, and potential future expansion of content libraries. Proposals are due on July 11, 2025, at 2:00 PM Eastern Time, with questions accepted until June 18, 2025, at 1:00 PM Eastern Time. The Judiciary emphasizes this is a new enterprise effort, not a re-compete, and the contract value will be determined based on proposed solutions. Notably, the agency is committed to Cornerstone OnDemand and will not consider alternative LMS platforms, with technical support needed to reconfigure the system to match the Judiciary's complex organizational structure.

REFERENCE QUESTION JUDICIARY RESPONSE

1Section C-1, Objective 2, Page 9This section specifies that the Contractor shall procure Cornerstone OnDemand licenses. Could you please provide the associated brand name justification for this requirement, or confirm how it may be accessed?Cornerstone OnDemand has been determined to be the Learning Management System for the Judiciary.
2GeneralWould you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details? This is a new enterprise effort.
3GeneralWhat will be the contract value for this opportunity? The contract value will be based on the solutions proposed.
4TechnicalCan you clarify the size, structure, and available formats of the data currently residing in the Cornerstone LMS that would need to be migrated to the new solution? No data migration will be required because the proposed solution is for Cornerstone OnDemand, which aligns with the existing LMS platform already in use. As this is a continuation within the same system, all data will remain intact and accessible within the current infrastructure. Therefore, questions regarding data size, structure, or format are not applicable in this context.
5TechnicalIf an offeror possesses an active ATO from a federal agency based on FedRAMP Moderate controls, would that fulfill the requirement for FedRAMP compliance under this contract? Or is a Judiciary-specific ATO required?Even though AO does not have a hard requirement for granting an ATO for a FedRAMP authorized cloud solution. It is a sound practice to do so, furthermore, while a policy for requiring is not in place right now, there have been a lot of discussions at senior levels on formalizing an ATO process for FedRAMP solutions. The ATO process for solutions hosted in our internet data centers (IDCs) is much farther in being approved than the ATO process for FedRAMP and cloud solutions, though that policy is still in draft. Therefore, we will need to grant them the ATO. The process for that is as follows:
a.We will request the FedRAMP package of the cloud service provider (CSP), we will review it thoroughly
b.We will identify any concerns we have; we will share them with the CSP and come up with a plan to either accept the risks or mitigate them
c.Once our concerns are satisfied, we will grant them an agency ATO from AO
6TechnicalCan the Judiciary provide further details on the current custom Skillsoft integration (e.g., APIs, authentication, content structure)? Will credentials and documentation be made available during implementation?Yes, the Judiciary will provide further technical details related to the current custom Skillsoft integration as part of the implementation process. This will include documentation on API configurations, authentication mechanisms, and content structure. Access credentials and any necessary integration materials will also be made available to the awarded vendor to ensure a smooth and secure setup.
7TechnicalWill technical specifications for SAML integration with the JENIE platform be provided? Is a test SSO endpoint available for staging and development? We utilize the standard SAML 2.0 protocol, and its specifications are publicly accessible online. We also have two non-production environments that program offices are required to use for testing SSO configurations prior to moving to production.
8TechnicalCan you provide an estimate of how many portals/domains and users are expected at full system deployment? The government has conducted market research and has a solid understanding of the likely order of magnitude for this effort. However, at this time, a definitive estimate of the number of portals/domains and users cannot be provided. These specifics will be refined through collaborative discussions between the Judiciary and the selected vendor during the initial implementation phase. The final numbers will depend on the underlying organizational structure and the specific configuration requirements identified during that process.
9TechnicalThe RFP specifies “Cornerstone Content – Core Libraries” and “MyGuide.” Would the Judiciary consider equivalent third-party content libraries and guided adoption tools?Yes, the Judiciary is open to considering equivalent third-party content libraries and guided adoption tools that meet the functional requirements outlined in the RFP. However, it’s important to note that content libraries will not be included in the initial system deployment. Evaluation of such alternatives can take place during subsequent phases, based on evolving needs and priorities.
10TechnicalWhat is the expected frequency of onsite presence for the Sr. LMS Consultant/System Admin at the Judiciary offices in Washington, DC? Are remote services acceptable for the majority of the engagement?Remote services are acceptable for the engagement; however, a regular onsite presence is initially required to support collaboration, stakeholder engagement, and system administration activities that benefit from in-person interaction. Once the consultant becomes familiar with the requirements, fewer in-person meetings will be necessary.
11TechnicalIs it acceptable for the LMS to be hosted in a commercial FedRAMP Moderate-authorized cloud such as Microsoft Azure, or is AWS GovCloud or an alternative hosting platform preferred?Hosting our applications in a government cloud (GovCloud) is critical because a private cloud while it is FedRAMP authorized, shares the resources with private entities. The issue is that private entities are not required to follow the standard security measures that the solutions in government cloud are. Furthermore, hosting our apps in gov cloud limits the exposure to vulnerabilities that may exist in a private cloud because we do not have the visibility into the security practices of private entities. This puts our data at higher risk of being compromised because if a solution in private cloud is breached, the attacker(s) can move laterally easier than they can in a gov cloud because gov cloud tenants (customers that are other federal agencies) are bound to follow strict security procedures
12BusinessCan you confirm whether proposals should be submitted electronically via email or through another system, and if there are any specific formatting instructions (e.g., number of volumes, file size limits)?Proposals should be submitted electronically. See Section L-1 and L-3 for formatting instructions.
13Past PerformanceWill federal past performance (civilian or defense) be weighted more heavily in the evaluation than commercial references? No.
14Section C-1, Objective 2For Objective 2: Can you please specify the quantities for the required Cornerstone software components?Yes.
a. Cornerstone Learning35,000 Cornerstone OnDemand Licenses.
i. Internal Users - how many annual active users? Will vary but up to 35,000 max on the very high end.
ii. Extended Enterprise (external users) - how many annual active users?0 at this time.
b. Cornerstone Guide - how many applications would you like to deploy Guide on (just Cornerstone or additional applications)?0 at this time.
c. Cornerstone Content - Core Libraries - how many users?0 at this time.
d. Cornerstone Content Public Sector Catalog - how many users?0 at this time.
15TechnicalPlease specify what type of content or which Cornerstone Content catalogs are you referring to as "Core Libraries"? (Leadership and Management, Modern Compliance, Professional Skills, Technology)At this time, the Judiciary aims to have the flexibility to evaluate all available Cornerstone Content libraries in the future, including but not limited to Leadership and Management, Modern Compliance, Professional Skills, and Technology catalogs. However, content libraries will not be part of the initial system deployment and can be considered for integration in subsequent phases based on evolving requirements.
16TechnicalDo you plan to keep the Skillsoft/Percipio content library and integration or sunset it and move to Cornerstone Content completely? The Judiciary currently plans to retain the existing Skillsoft/Percipio content library and integration. The decision regarding the future direction—whether to continue maintaining Skillsoft/Percipio or transition fully to Cornerstone Content—will be evaluated at a later time based on strategic needs and organizational priorities.
17TechnicalIn Section 7 "Roles and Responsibilities," the RFP describes the role and qualifications for the Sr. LMS Consultant/System Admin. However, the last paragraph in that section states Specialized Experience for a Sr. Project Manager of ten years of experience and multiple PM-related certifications. Are you expecting 2 individuals to be assigned to this engagement or for the system expert to also be the certified PM? Also, please specify the capacity (hours per week) for each expected role.We anticipate that the Sr. LMS Consultant/System Administrator will also fulfill project management duties within their role. This encompasses creating and overseeing project schedules, facilitating technical discussions, and delivering regular status reports and briefings on the progress of project implementation. Consequently, we prefer a single individual who possesses both deep system expertise and strong project management skills. Initially, this role is expected to be full-time, with the commitment gradually decreasing to approximately 50% for ongoing support. The exact weekly hours will be finalized during contract negotiations based on project requirements.
18PriceThe Price/Costs table has a single CLIN per each Period of Performance. The description refers to the Enterprise LMS, but the unit of Issue is "Job." Are you expecting the vendor to combine the fees for annual software licensing with the annual services fees into a single line item? Do you want to see the break-down per line item for software and services? If so, how would you like that include in your formatted Pricing table under Section B?The offeror shall show all pricing individually. Show the break-down per line item for the software and for the services. Show CLINs for all software items required to meet the objectives of Section C-1. And, show CLINs for all services to meet Section C-1. All this can be provided within the same spreadsheet as what is required under L-3 Volume III.
19Section C-1, Paragraph 4, Page 7 and Paragraphs 3 and 5, Page 10Is the intention of the federal judiciary to implement Cornerstone as the enterprise LMS? Or can a new technology be implemented to entirely replace Cornerstone? If the answer is no, then why is technical support needed for Cornerstone?Yes, it is the firm intention of the federal judiciary to implement Cornerstone OnDemand as the enterprise Learning Management System (LMS). No other LMS solutions or technologies will be considered or evaluated. Technical support is required to assist in reconfiguring the current system to better align with the complex organizational structure of the judiciary. These enhancements are necessary to ensure that the LMS reflects the decentralized and diverse operational structure of the judiciary.
