About this file
This is a Request for Proposal (RFP) for an Enterprise Learning Management System (eLMS) for the Administrative Office of the United States Courts. The solicitation seeks a commercial, user-friendly, and scalable learning management system running Cornerstone OnDemand software suite, with a specific brand name justification. The 10-year contract will include enterprise licensing, configuration, integration, implementation, security, and ongoing sustainment of an enterprise-wide LMS solution to support training and development across the federal judiciary.
Key proposal details include a three-volume submission (Technical/Management, Corporate Experience, Price/Business) due by July 11, 2025 at 2:00 PM ET. The Judiciary will award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract using a best-value tradeoff process. The first task order will be a Firm-Fixed Price contract for the Cornerstone OnDemand software suite. Evaluation will prioritize technical and management approach and corporate experience over pricing, with a confidence rating used to assess the contractor's ability to successfully perform the requirements. Proposals must demonstrate experience with similar projects in the past three years and provide detailed information about key personnel qualifications.

C-1 Enterprise Learning Management System Statement of Objectives MAR 2025
1. INTRODUCTION:
The Administrative Office of the United States Courts (AO) serves as the administrative arm of the Federal Ju-diciary. The Administrative Systems Office (ASO), within the Department of Administrative Services (DAS), manages the national administrative Information Technology (IT) systems for the Federal Judiciary. The IT sys-tems provide a broad range of services covering human resource administration, financial management, and space and facilities management.
The Judiciary is seeking to award a Contract to support a Learning Management System (LMS). The Judiciary uses multiple platforms to meet their education, training, and certification needs. The implementation of an LMS will directly support the judiciary’s strategic objectives which focuses on attracting, developing, and re-taining a highly diverse and competent workforce of judges, employees, and Criminal Justice Act (CJA) attor-neys. By delivering comprehensive and accessible training and development programs, the Judiciary will be able to recruit, develop, and retain a talented, dedicated, and diverse workforce while defining future workforce needs.
This Contract defines the scope, skillsets, and functions necessary to fully support the Judiciary in the imple-mentation of an LMS. The support functions under the Contract include providing project management, effect-ive control systems, quality assurance, and reporting procedures. In addition to these duties, support will include leading functional implementation discussions, executing system configuration changes, and managing testing efforts. The term “Contractor” may be used interchangeably to identify the vendor and its’ workforce within this document.
2. BACKGROUND:
Cornerstone is an existing Learning Management System (LMS) within the Human Resources Office (HRO). It is currently utilized to facilitate training and provides professional growth and development to a limited number of employees across the Judiciary. The current LMS was not designed to be expanded to support the require-ments of the entire Judiciary and its many stakeholders. Over 50 courts currently leverage the services and cap-abilities available through the LMS. However, the evolving needs of the AO and the Judiciary (consisting of 13 circuits) demand an enterprise-wide solution capable of seamlessly supporting multiple domains and integra-tions.
For many years the Judiciary has acknowledged the need for an enterprise-wide LMS to meet the training re-quirements across the Judiciary. The decision to move forward with the LMS solution was driven by the vision of a more cohesive, adaptable, and well-trained workforce enabled by cutting edge LMS technology. A key goal in deploying the LMS is to create a centralized hub where all training and learning can be managed, delivered, and tracked to include the administration of individual learning paths This centralization ensures consistency in training content, reduces administrative overhead, and provides the required foundational platform for all the Judiciary’s learning initiatives.
The LMS will empower the entire Judiciary by creating separate and distinct portals allowing each program of-fice or agency the capability to manage users and training content within their specific portal. Additionally, the LMS will streamline enterprise-wide training management, ensuring seamless delivery of training content across different portals and the user community. Once the LMS is in place, all Judiciary program offices and its partner agencies will have access to the available services.
The following link provides additional information about the Federal Judiciary: www.uscourts.gov.

3. PURPOSE
The LMS will provide support across the Judiciary for continuous learning and skills development. Offices un-der an LMS will have the opportunity to select desired features and capabilities, along with custom configura-tion. The LMS will empower departments across the Judiciary to take greater ownership of their offices devel-opment by providing a diverse range of learning resources. Offices will be able to take advantage of existing and new features and offerings. Customized learning paths can now be created throughout the Judiciary with tools that enable managers and employees to track their progress and drive engagement to encourage a proactive approach to career development.
The key objectives for this initiative will:
1. Provide a personalized learner experience.
2. Advance the Judiciary’s vision for learning technology.
3. Provide seamless integration with the Judiciary Enterprise Network Information Exchange (JENIE), and any future Identity Management System or applications across the Judiciary.
4. Ensure successful off-boarding of legacy training applications and smooth user experience transitioning to the new LMS platform.
