About this file
This Statement of Work (SOW) outlines requirements for a single-award Blanket Purchase Agreement to provide hardware products and services to the Administrative Office of US Courts and Federal Judiciary. The BPA will support approximately 30,000 federal judiciary employees across 300 locations nationwide, primarily focusing on purchases under $10,000.
The SOW specifies detailed technical requirements for various hardware categories including tablets, laptops, desktops, and all-in-one systems. Key specifications include processor requirements (ranging from 6-core to 24-core CPUs), RAM (4GB to 64GB), and storage capacities (128GB to 1TB). The vendor must maintain authorized reseller status, provide delivery within 30 days for CONUS and 90 days for OCONUS locations (including US territories), offer customer support from 8am-8pm ET on weekdays, and submit quarterly status reports. Additional requirements include providing new equipment only, passing through OEM warranties, supporting technology refreshment, and maintaining security features like application sandboxing, secure boot, TPM integration, and device encryption. The hardware must be equal to or compatible with Apple products, as this is a "Brand Name or Equal" procurement.

BACKGROUND:
The AO is responsible for supporting all federal districts, bankruptcy, and appellate courts as well as federal probation and pretrial services offices. There are approximately over 30,000 federal judiciary employees working at over approximately 300 locations nationwide. The AO is responsible for providing nationally managed hardware, software, and peripherals contract vehicles for use by the judiciary. Historically, the majority of purchase are under $10K.
REQUIREMENTS:
General Hardware Requirements:
The BPA holder (except when the BPA holder is the OEM) shall maintain an authorized/certified reseller status with all of the relevant OEM products under the BPA.
See Attached Specifications Matrix for minimum essential characteristics.
System Architecture:
Processor: The hardware and hardware Operating System OS processor architecture shall be capable of efficiently running the required OS for the hardware proposed, for example iOS or macOS. Additionally, the hardware and hardware OS(s) shall prioritize processors with hardware acceleration for encryption, media processing, and AI tasks.
Application Sandboxing: The hardware and hardware OS shall enforce application sandboxing within each OS to isolate untrusted applications and prevent unauthorized access to system resources or user data. The hardware and hardware OS shall leverage hardware-assisted virtualization for enhanced isolation.
Judiciary-Specific Features:
Hardware Acceleration: The hardware and hardware OS shall provide acceleration features (e.g., video codecs, neural engine) for improved performance of judiciary-specific applications, especially those involving multimedia content or AI-powered functionalities.
Application Security: The hardware and hardware OS for this requirement shall by default, block the installation and execution of applications, (except by system administrators), from developers not identified by the OEM as well as allow only installation and execution of software that is trusted and verified by the OEM to run on its platform.
Secure Boot: The hardware and hardware OS for this requirement shall implement a secure boot process to verify the integrity of the firmware and operating systems before loading and prevent unauthorized modifications.
Trusted Platform Module (TPM): The hardware and hardware OS(s) shall utilize a TPM to securely store cryptographic keys and perform secure boot operations in a dedicated separately secure environment (i.e. Secure Enclave).
Application Whitelisting: The hardware and hardware OS shall implement a whitelist mechanism to restrict the installation and execution of applications to only those approved by the judiciary, preventing unauthorized software from running on the devices. The hardware and hardware OS shall have the capability of utilizing cloud-based application whitelisting solutions for centralized management and updates.
Device Encryption: The hardware and hardware OS shall have the capability of full-disk encryption by default to protect user data at rest, even in case of physical device loss or theft. The hardware and hardware OS shall utilize hardware-based encryption features that improved performance and reduced power consumption.
Remote Management: The hardware and hardware OS shall implement secure remote management capabilities for IT administrators to deploy software updates, troubleshoot issues, and enforce security policies remotely. The hardware and hardware OS(s) shall have the capability to utilize network segmentation and access controls to restrict unauthorized access to management tools.
