About this file
The file contains a Questions and Answers (Q&A) document for a federal solicitation (USCA25Q0045) by the Administrative Office of the United States Courts (AO) seeking an enterprise training software Blanket Purchase Agreement (BPA). The AO intends to award up to three BPAs for an online enterprise training platform to support the federal judiciary's technical workforce, targeting 1,500 initial users with 22 mandatory course topics across various technical disciplines.
Key details include a proposal submission deadline of October 8, 2025, at 10am, with vendors required to provide a comprehensive solution including a learning management system, course content, assessments, and licensing. The platform must support Single Sign-On, cover specific IT training topics, and provide end-of-course assessments. The solicitation allows vendors to submit multiple offers for different learning platforms, with pricing to be submitted in a detailed workbook. The BPA will enable judiciary organizations to purchase training licenses as needed, with no minimum order requirements, and the platform is intended to supplement, not replace, the existing Cornerstone LMS.

Sheet1
| Q# | Section | Question | Response | Amendment | |
L.3 - L.5 on pages 16-17 of the RFQ USCA25Q0045 document | It asks for 2 volumes - the Price Proposal document (Attachment J.3) and our Technical Proposal. However we wanted to inquire if you would also require us to return a completed copy of the Requirements Questionnaire (Attachment J.2) with our submission? | Yes-please include a completed copy of the requirements questionnaire (Attachment J.2) with your submission. Please see the amendment for details and what is now required with each volume of the proposal. | Yes, see Amendment 0002. |
Would you be able to provide an extension? This looks like a pretty comprehensive response with some contracting requirements we need to review - a two week extension would be greatly appreciated. | Yes, please see Amendment 0001 posted on SAM.gov. Proposal due date was extended to Monday, 8 October 2025 at 10am. | No | |
Just to confirm, are you looking for learners to consume the proposed learning content within the learning platform? Or would the learning content be consumed within your LMS (Cornerstone). Our comprehensive learning content and skills platform is only available with our award winning LMS (which meets your requirements such as assigning courses, skills assessments, reporting, admin management, etc). So we want to ensure that presenting a LMS with the content / skills would be an acceptable solution to you. | We are looking for learners to consume the content within the vendor's proposed platform solution. | No | |
Are labs for all material mandatory for learners to practise their knowledge? We have interactive learning material but no "labs" at the moment. We have labs anticipated to be released in the coming months for some of our technical content but not all requests course list - so gauging how important this would be to you. | Labs aren't mandatory for all learning, but interactive content is essential for technical courses. Labs are required for all content with exception to UI Design, Agile, Jira/Confluence, Project Management and Business Analytics. Please see the updated J.2 attachment. | Yes, see amended J.2 attachment. | |
For pricing - as mentioned the learning content / skills is only available with our LMS platform - so it may be difficult to fit this model in with your pricing spread sheet - as there is LMS license fees, support, implementation, etc to consider - it won't simply apply as a $ per user model. Do we have to complete the pricing form as is? Or can we alter to how we'd present our pricing | Please see the updates to the J.3 and section L.1.4 in Amendment 0002. Tab 2 was updated to provide a one time fee CLIN as part of the first call order where the vendor may provide a total price for all one time costs associated with setup and use of the platform. Within the BPA Price Workbook, Tabs 1 and 2 must be filled out as per the amended Section L.4.1. Please note that any buildup line items given in the notes section of the J.3 must be mapped to the structure listed in Tab 1 and Tab 2 for price evaluation. | Yes, see the amended J.3 and Amendment 0002 | |
The Udemy response will include three solutions that will be priced out separately for flexibility purposes. How would you like those three solutions documented in the pricing workbook? Should I add three additional CLINs (one for each) with the product name and description in the second column? | |||
| Please see the updates to the J.3 and section L.1.4 in Amendment 0002. | Yes, see the amended J.3 and Amendment 0002 | ||||
Is this considered a new requirement or a follow-on to an existing contract? If there is an incumbent, would you be able to share the vendor’s name and the contract number, award date and the expiration date, including the value? | This is a brand new requirement. | ||
The solicitation overview says 2000 employees, but the pricing doc references 1500. Can you clarify which audience we should price out? | The capability is geared towards an estimated audience of 1500 users, this is what the price out should reflect; The SOW has been updated to reflect the correct amount of users to 1500. | Yes, please see the amended J.1 | |
In prior discussions with the customer, we understood that in order to accept congressional funds, there was a requirement for custom assessment capability to measure skill growth. However, when reviewing the solicitation, I did not see this requirement included. | The government is not clear what the question is specifically referring to regarding use of congressional funds. All assessments are a critical function and considered a valued feature, but only end of course assessments are required for this procurement. Judiciary organization have to comply at the call order level with all appropriate regulations and policy regarding training. | Yes, see amended J.2 attachment. Also, please see section G.1 in Amendment 0002. | |
The price workbook references pre-course assessments, but this is not reflected in the solicitation. | There is no requirement for a pre-course assessment, and this mention in the J.3 has been removed. All assessments are a critical function and considered a valued feature but only end of course assessments are required for this procurement. | Please see the amended J.3. | |
Could you please confirm whether assessment capabilities are still a requirement, or if they are considered optional/valued features? | Assessments are a critical function for measuring progress and identifying skill gaps, making them valued features but only end of course assessments are required for this procurement. | Yes- See the amended J. 2. | |
The Requirements Attachment Questionnaire references gap analysis, adaptive skills assessments, AI-assisted assessments, dashboards, reporting, and time to proficiency, but these are also not explicitly included in the solicitation. | Per C.5 of the J.1 SOW, "The digital learning platform must include all functional requirements listed in the attachment entitled “Attachment J.2 Requirements Questionnaire” and Attachment J.2a IDAM Requirements Checklist”. Please refer to this for document for details on capabilities required for this procurement." This reference in the SOW points directly to J.2 documents in the solicitation. | No | |
Are you currently using a LMS for this audience and training needs? If so, which one? If not, how are you currently offering training to your employees and tracking completions? | Cornerstone is the current LMS being utilized within the agency. Supervisors are tracking their respective employee's mandatory training. This is a separate LMS entity outside of this acquisition. | No | |
Is there hard go-live date requirement for the new Learning Management System? If so, what is it and what is driving that date? | Currently there is not a hard go live date. Keep in mind the BPAs have no funding on them, so once the BPAs are awarded, work will not begin until the first call orders are issued under each awarded BPA. This is not replacing the LMS the AO currently has, but rather supplementing it with additional learning platforms. | Yes, see clause 7-115 added in Amendment 0002. | |
Please confirm the number of users since the RFP doc and pricing document show two different amounts. Will you have 2,000 or 1,500 users in the LMS annually? | See the answer to #8, above. | No | |
Would these users also have access to the AOUSC enterprise-wide LMS? If so, would you consider the vendor to just offer this training within the enterprise-wide LMS vs. standing up a separate LMS to host this IT-specific training? | The LMS project is separate from this future award. They are separate platforms. SDSO's efforts to put a contract in place is supplemental to the current LMS but will be stood up in its own platform. | No | |
Which HRIS and/or other systems will you be pulling user data from to load user accounts into the LMS? Does it capture supervisor relationships? | Data will not be pulled from any other HRIS (LMS) system to load user data. | No | |
Do you plan to load any courses into the LMS that you already have or you expect the vendor to offer all of this required training? If you do, about how many training objects would you load for go-live? | The LMS project is separate from this future award and so the AO does not intend to load anything into the agency's current LMS. This requirement is for a separate platform. SDSO's efforts to put a contract in place is supplemental to the current LMS. | No | |
Are you looking to load any historical training completions for users? If yes, approximately how many total completion records to-date do you plan to load? | No, any historical data that is in the current LMS platform will not be migrated over to the new platforms awarded under this solicitation. | No | |
Will you need to track certifications in the LMS? If so, how many certifications will you need to create in the LMS for go-live? | The intent is to track class credits leading toward industry wide certifications. | ||
| Yes, See Line 54 on the J.2 | |||||
Please describe specific integration requirements to exchange data between the LMS and other systems. Include the type of data (specific fields, if possible), destination system, frequency, method (APIs or flat files), scenarios. | The current LMS project is separate from this future award LMS and the two will not be integrated (or any other HRIS systems for that matter). They will remain as separate platforms. SDSO's efforts to put a contract in place is supplemental to the current LMS. To ensure compatibility with the Judiciary's identity infrastructure, please follow guidance in J.2a. | No | |
Will you require Single Sign On (SSO) to be implemented to allow users to log into the LMS from your network without having to enter their credentials? | Yes, the Government will support the vendor in setting up the log in. From the product side, the Government will ensure that the vendor can support SSO. The Government supports all industry standard authentication protocols. The Government's preference is SAML2 OIDC. Please refer to Attachment J.2a Judiciary IDAM Requirements for details. | No | |
What are your business drivers, pain points, and/or compelling reasons for considering a change of platform to meet your talent management initiatives? | SDSO is not changing platforms. We are supplementing additional offerings outside of the current LMS platform. We are looking for the new LMS to be innovative in it's offerings in accordance with the requirements listed in the solicitation. | No | |
What is your budget for the annual recurring fees as well as one-time implementation in Year 1? | Please see the updates to the J.3 and section L.1.4 in Amendment 0002. | Yes-see amended J.3 and Amendment 0002. | |
What are you currently spending per year for your current solution | Please see the estimated amount in the solicitation. The AO has provided an estimate in section G.1.4.1.1. | No | |
Can you provide a bit of clarity with respect to the final contracting agreement. Would we sign an agreement with AOC for set pricing and contract terms - and then AOC organizations would be able to purchase licenses based off that agreement? Our system / content is based on portal license fees, implementation, support, and then we'd add content / skills fees per user - so we are trying to determine how to fit this within your pricing model. | A Blanket Purchase Agreement is an agreement but not a contract. There is no required minimum order or spend amount nor is there a ceiling on the number or amount of orders that can be placed against the BPA. Terms and pricing are set at the BPA level and then judiciary organizations may place call orders or use their purchase cards to procure licenses off the BPA, as needed. The terms at the BPA level flow down to the call orders and purchase card orders placed against the BPA, as applicable. Vendors may always provide additional discounts to their BPA pricing when they provide quotes under their BPA, but they may never provide a price higher than a BPA price. | No | |
If AOC organizations are to purchase licenses as needed - would they require separate portals or would they all be under the main AOC learning portal that is implemented. If they require separate portals we'd need to do a separate implementation for each portal. | It would only require one main learning portal. | No | |
Regarding user count; can you provide a bit more clarity with respect to user count. Are you expecting 2K users for the initial contract year? Or would that be determined by the AOC organizations over the course of the agreement. We see that a rough budget of $3M is mentioned for 5 year contract. | See the answer to #8 and #27, above. The AO has provided an estimate in section G.1.4.1.1. That amount is not guaranteed. The actual amount of orders under each BPA will depend on the number of actual orders placed by judiciary organizations. | No | |
On the capabilities chart questionnaire, are these capabilities requirements as part of the RFP? | Yes, please see amendment 0002 in section L that explains how the filled out J.2 needs to be submitted with the technical volume. The questionnaire is part of the RFP solicitation and provides the vendor the opportunity to respond to the questions. They are not documented anywhere else within the solicitation. Please follow the instructions on "Instructions to Vendor" tab and respond accordingly. | Yes, please see amendment 0002 | |
Can you also provide clarification on the difference between CLIN 0001 on the tab 1 and CLIN 0001 on tab 2 of the pricing workbook? | Per section M.1.3 of the solicitation, "The total evaluated price will be the total discounted price for all five ordering periods, as included in Cell I4 Grand Total, Tab 1 of the BPA Price Workbook." Tab 1 provides the BPA level pricing. Tab 2 represents the first call order that is intended to be awarded as part of the 1st BPA Call Order for the awarded BPA. Offerors may provide further discounts for the first call order. The AO intends but does not guarantee that a first call order may be issued with the BPA award. Once the first call order is issued it will utilize the pricing from that Tab 2. Please see the amended version of the J.3. | Yes, please see amended J.3. | |
My question is in regards to sections L.3 - L.5 on pages 16-17 of the RFQ USCA25Q0045 document. | It asks for 2 volumes - the Price Proposal document (Attachment J.3) and our Technical Proposal. However we wanted to inquire if you would also require us to return a completed copy of the Requirements Questionnaire (Attachment J.2) with our submission? | Yes-vendor responses should also include a completed copy of the Requirements Questionnaire (attachment J.2) with the submission. Please see Amendment 0002 that corrects this oversight regarding the J.2. | Yes, please see amendment 0002 |
Would it be possible to expand the technical response page limit from 4 to 6 or 8 pages? We just want to make sure that we have enough space to articulate the key features and value of the solution we are presenting. | Please see amendment 0002 that provides additional pages for the technical response, among other changes. | Yes, please see amendment 0002 | |
RFQ Section L | |||
| L.3 PROPOSALS SUBMISSION FORMAT | File size: If the combined package risks exceeding 10MB, may pricing (XLSX) be a separate email as long as both arrive before the deadline? | If your organization is concerned your full proposal may not be able to be sent in a single email, offerors may submit multiple emails with their attachments. Such emails must be received before the deadline and it is up to each offeror to make sure you have submitted all of the attachments. It is recommended you note the number of attachments being provided in the email and if sending more than one email, noting the email number so the government knows how many to expect. We will do our best to notify you once we receive your submissions but we are not always able to do so. | No | ||
RFQ Section L (Instructions) | |||
| L.5.2 Volume II: Technical Proposal | Section L.5.2 states that the Technical Proposal is limited to a total of 11 pages, including the cover page, table of contents, 4-page technical solution, reseller letter, SAM.gov confirmation, signed page 1 of the RFQ, and Clause 7-10 Contractor Representative. To confirm, does the 11-page cap apply to all of these items collectively, or are the administrative documents (reseller letter, SAM.gov confirmation, signed RFQ page, and Clause 7-10) excluded from the page count? The last bullet of L.5.2 appears to include them in the total, but given the importance of this BPA, would the AO consider excluding those administrative pages from the overall count to allow offerors to more fully articulate the technical solution? | Please see the answer to question #33, above. | No | ||
Attachment J.1 (SOW) | Attachment 1: Required Course Topic List | ||
| 7) Mandatory topic coverage: Is all 21 topics coverage a go/no-go, or is “equivalent prep for certifications” acceptable (e.g., CISSP domains via OEM-authored content)? | All 21 topics must be covered. There are no substitutes for the course offerings. Please see the amended J.2 and amendment 0002 that note all of the requirements must be met. | No | |||
Is there an incumbent on this requirement? If yes, what is the name of the incumbent vendor? (citation: N/A) | There is no incumbent for the requirement; this is a brand new requirement. | No | |
Is this a single award or multiple award BPA? The SOW calls this a single award (SOW Page 1; C4) and RFP mentions up to three awards (RFP page M.1.1). | Per section M.1.1 of the solicitation (emphasis added), "The Government intends to award up to three single award Blanket Purchase Agreements (BPAs) to the responsible offeror whose proposal conforms to the requirements of the solicitation and represents the best value to the Government when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The government recognizes there may be multiple re-sellers of a particular online learning platform but the AO will not make more than one BPA award for each online platform." | No | |
How does SDSO envision this platform within AO’s digital learning platform ecosystem? Is there another integration required besides Cornerstone? (citation: N/A) | This is a completely separate contract from the current LMS Cornerstone platform. The purpose of these platforms is to provide IT specific training and supplemental education and training for employees to access. Cornerstone will not be integrated with any other platforms. | No | |
What is the anticipated Period of Performance for the first call order that is included in the Attachment J.3 Training Platform Price Workbook.xlsx? | 12-months from award of the first call order. Please note that the BPA must be awarded first, then the first call order may be placed post BPA award. | ||
Can you consider extending this RFP by a week to Oct 3rd 2026? (citation: N/A) | Please see amendment 0001 that was already posted on SAM.gov regarding the updated due date for proposals. | No | |
We have a question about the 'Zero Trust' training you have requested. We can offer this training through 'Microsoft Cybersecurity Architect SC100' or 'Cloud Security Alliance'. | It is up to each offeror to determine how their solution will meet the requirements in the solicitation. | No | |
Attachment+J.1+SOW | Section C.5.4 requires the Offeror to provide an OEM Management Tool where all BPA Calls and licenses must be cataloged within 5 business days after BPA Call issuance. We note that this requirement appears to duplicate information already required in the Quarterly Report detailed in Section C.5.5, which includes BPA Call status, delivery status, delivery issues, new BPA calls received, and invoicing status. This duplication creates an unnecessary administrative burden for contractors who would need to maintain identical information in two different formats. Would US Courts consider eliminating this redundancy by either removing the OEM Management Tool requirement or allowing BPA holders to satisfy both requirements through a single comprehensive reporting mechanism that meets all the information needs specified in both sections? This would reduce contractor overhead costs while still providing the judiciary with all required information for effective contract management. | Per M.1.3 (ii) " The vendor shall explain how they meet the requirements noted in the solicitation; it is the responsibility of the vendor to provide sufficient information to show they meet the requirements." Vendors are encouraged to propose solutions to the requirements and document those within the confines of the Technical proposal as listed in Section L.5.2. Normally the Government would keep it separated. The idea is that the have the OEM management tool that logs the purchases. Then they can pull data from that tool to produce the reports in C.5.5. Sometimes vendors will provide access to the OEM management tool provided directly by the OEM and then the reseller produces reports from their backend systems to satisfy C.5.5. It is s really about how vendors intend to satisfy the requirement based on their business practices. Vendors can have a strategy to satisfy both requirements through a single comprehensive reporting mechanism. | No |
RFQ+USCA25Q0045 | |||
| Attachment+J.2+Requirements+Questionnaire | Attachment J.2 is provided in the RFQ package and is formatted as a questionnaire. Section L (Instructions to Offerors) does not specify where this document should be included in the proposal response. Please clarify whether Attachment J.2 should be submitted in Volume I or Volume II and confirm that this attachment will not count against any page limit requirements for either volume. | Please see amendment 0002 that addresses this question as the submitted J.2 is part of the technical volume but attached as a separate attachment. | Yes See Amend 0002 | ||
Attachment+J.1+SOW | |||
| Attachment+J.3+Training+Platform+Price+Workbook | Section C.1 of the Statement of Work mentions 2,000 potential users for the learning content system, while the Price Workbook asks for 1,500 licenses in Tab 1. Does US Courts have a preferred or anticipated final license count for the BPA? | The capability is geared towards an audience of 1500, this is what the price out should reflect; The SOW has been updated to reflect the correct amount of users to 1500. | Please see the amended J.1 and J.3 attachments | ||
Is FedRAMP authorization a requirement for this solution? Since all cloud services providers working with the U.S. government are expected to be FedRAMP authorized, I want to confirm whether this applies here as well. | No, all security requirements are contained within the solicitation and attachments. | No | |
Single-License Requirement - The RFQ states that one license must cover all required capabilities, with bundling allowed if broken out in the Notes tab. Can you confirm whether multiple OEM platforms (bundled together under one user license) are acceptable, provided pricing and features are fully transparent? | If offering multiple platform solutions, those need to be provided in separate offers, as each offer should be for a specific platform. Please see section L.1, provided here, "An offeror may make multiple offers for different online learning platforms so long as each proposal meets all of the requirements in the solicitation." | No | |
Reseller Authorization Letter - The RFQ requires an OEM authorization letter. If we are proposing bundled content from more than one OEM, should authorization letters be provided from each OEM, or is a single letter from our primary partner sufficient? | Please see the answer to number 47, above. If making multiple offers, each offer will need an OEM authorization letter for the specific platform being offered. | No | |
Does the AOUSC want one subscription that can cover the headquarters, the courts, and other organizations that are able to purchase licenses off of the BPA? | How the offeror would prefer to structure their solution is up to each offeror. The proposed solution though must meet the requirements outlined in the solicitation. The 1500 users mentioned in the solicitation relates to IT users across the judiciary for only the first order. Once awarded, the platform(s) are available to all judiciary organizations and their staff to place orders against. Please also see the answers to questions 8, 26, 27, and 31. | No
