About this file

This is a Standard Operating Procedures (SOP) document establishing guidelines for the USAREUR-AF G4 Logistics Automation Division (LAD) Staging Facility in Miesau, Germany. The facility serves as the centralized point in Europe for Army Program Managers to issue and receive Tactical Enterprise Logistics Systems (TELS), Logistics Information Systems (LIS), and Commercial off-the-Shelf Information Technology (COTS IT) equipment for unclassified U.S. Army Government property and commercial vendors. Equipment is fielded and issued based on unit MTOE, TDA, and ATOE authorizations using GCSS-Army Property Book as the supply system of record. The facility maintains two property book accounts: TELS/LIS (UIC W6J623) and G6 LCR (UIC W6J65L), with contact information at DSN 314-537-4349/4353.

The SOP outlines three primary operational processes: customer issue procedures (involving release authorization, coordination, and execution of equipment pickup), customer turn-in procedures for G6 COTS/IT Life Cycle Replacement equipment, and customer turn-in procedures for obsolete TELS/LIS equipment. All operations require appointments only (no walk-ins), Monday through Friday 0730-1600, excluding lunch (1200-1245), scheduled inventories, and American holidays. The document mandates strict compliance with security protocols including declassification of equipment and removal of all classified materials before turn-in, with specific consequences for violations. Supporting documentation requirements include DA Form 1687 (Signature Card), Assumption of Command orders, valid government identification, lateral transfer documents, and appointment authorization orders. The facility processes all transactions through GCSS-Army lateral transfers, with gaining organizations responsible for comprehensive inventory validation within specified timeframes.
