SUBJECT: Mandatory Use Policy for Air Force Carpet Acquisitions within the Contiguous U.S.

(OMB Memoranda, Improving Acquisition through Strategic Sourcing, 5 December 2012)

1. The United States Air Force Carpet project team consisting of Air Force Civil Engineer Center (AFCEC) Category Lead for 6.3 Office Furniture and Air Force Installation Contracting Center (AFICC) 771 Enterprise Sourcing Squadron (ESS) competitively awarded four C-type contracts, with one being a Small Business (SB) reserve. The contracts are estimated to deliver at least a ten percent savings on carpet acquisitions over current vendors’ commercial volume discounted pricing. The contracts leverage a five-year estimate of acquisition costs in the amount of $35M and provide a flexible solution for carpet tiles, roll goods, and adhesives across the AF. The acquisition strategy is two-tiered. AF ordering offices will continue to acquire carpet installation services (Tier II) with local contractors who will receive discounted competitive pricing under the terms of the C-type contracts (Tier I). This approach for carpet will deliver cost savings and take full advantage of SB participation for acquiring carpet and installation services at the AF local ordering level. Furthermore, this unique acquisition strategy limits the number of carpet suppliers and selections, improving process efficiencies AF-wide.

a. Tier I Contracts: The USAF Carpet project team awarded four C-type contracts to carpet vendors through full and open competition with one award to a small business vendor. All four vendors meet the established technical carpet requirements and locked in not-to-exceed (NTE) pricing for carpet tile, roll goods (broadloom), and adhesives. The contracts also establish terms and conditions, which include providing price and delivery of carpet to potential AF installers/dealers competing at the local ordering level. The C-type contracts also require vendors to provide quarterly data reporting and annual program management reviews.

b. Tier II Contracts: The second tier enables local AF contracting offices to compete amongst local installers, dealers, and vendors who shall purchase from one of the awarded Tier I vendors for the carpet materials.

2. Based upon the recommendation of the USAF Carpet project team and my authority as the Air Force Category Manager for 4.0 Facilities and Construction, which includes 6.3 Office Furniture, a mandatory-use policy is warranted and shall be implemented for the procurement of carpet for AF installations located within the contiguous United States. Deviation from this policy is only authorized by receiving an approved waiver from the AFCEC Category Lead for

a. Effective 1 September 2019, all AF contracting offices and Government Purchase Card (GPC) holders shall solicit and award carpet installation services at the Tier II level by utilizing the NTE pricing of the Tier I AF carpet contracts (FA8057-17-C-0002, FA8057-17-C-0003, FA8057-17-C-0004, and FA8057-17-C-0005). This mandatory use policy will apply to carpet installation services at AF installations in the contiguous US and will remain in effect unless rescinded.

b. The following project types are exempt from mandatory use of the carpet program.

However, if possible, ordering offices are highly encouraged to take advantage of the program’s discounted pricing:

- All MILCON projects

- Facilities Sustainment, Restoration, and Modernization (FSRM) projects over $4.5M

- Air Force owned Family Housing projects

- Air National Guard, AF Reserve Command, and OCONUS AF installations
