SOURCES SOUGHT NOTICE & MARKET RESEARCH QUESTIONNAIRE
Naval Surface Warfare Center Carderock Division (NSWCCD)
“Electronic Personal Dosimeters (EPDs)”
Instructions to Interested Parties:
This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this notice. This is the second Sources Sought Notice for the same Government requirement previously posted on 10 August 2022 in
SAM.gov under Notice ID #N00167-24-RFPREQ-CD-63-0001, titled “Electronic
Personal Dosimeters (EPDs)”.
The intent of this notice is to provide an Updated Draft Statement of Work and Performance Specification for the Electronic Personal Dosimeter; request information from industry on a Government requirement; solicit feedback and potential interest from large and small business concerns; and, survey the capabilities of interested small and large business entities to satisfy the
Government’s requirement. All interested parties that had previously submitted interest in the requirement, are highly encouraged to submit feedback and/or interest.
NSWCCD has a requirement for a total of 30,600 photon Electronic Personal
Dosimeters (EPDs) and 50 software-interface readers in accordance with the
EPD Specification Document (attached) to be procured during a five-year period of performance (if all options are exercised), as follows:
Base Year – 1,270 EPDs and 50 software-interface readers
Option Year 1 – 4,500 EPDs, 300 neutron-photon EPDs, and 300 beta-photon EPDs
Option Year 2 – 6,130 EPDs
Option Year 3 – 8,050 EPDs
Option Year 4 – 10,050 EPDs
A single award firm-fixed-price (FFP) contract with a potential period of performance (PoP) of five years (including Option Years) is anticipated.
Attached to this notice is a 1) Market Research Questionnaire, 2) Updated
Draft Statement of Work (SOW) dated 26 July 2023, and 3) Updated EPD
Performance Specification Document dated 26 July 2023. Industry is asked to review; complete to the best of their ability; provide meaningful and constructive feedback on the Updated draft SOW and Performance Specification
Document; and to submit the market research questionnaire and any questions related to the SOW by the due dates and times specified herein.
Industry is highly encouraged to submit meaningful feedback of the draft SOW and Performance Specification Document, with a brief summary statement to support or justify any recommended changes, for consideration. Constructive feedback received in response to this notice, will be evaluated by the

Technical Subject Matter Experts (SMEs) and incorporated into the Updated draft SOW and/or Performance Specification Document if and where appropriate to do so. Responses to the questionnaire will be used by the Government to determine the capabilities and probability of participation by small or large business contractors in an upcoming solicitation.
All industry comments, questions, and responses to the market research questionnaire received from entities indicating interest and demonstrating capability to perform, will be used to make future decisions regarding this effort; and to assess small business capabilities and set-aside determinations in accordance with the regulatory requirements at FAR Part
19 – Small Business Programs.
Respondents will not be notified of the results of the evaluation.
All interested parties are asked to submit all questions to this Notice via email with the subject “REF. #627 – EPD Revision 2 Sources Sought
Questions” to both Vanessa Rincon at Vanessa.rincon.civ@us.navy.mil and
Zelda Rappuhn at Zelda.y.rappuhn.civ@us.navy.mil by no later than 10 August
2023 @ 1000 EST. All answers to questions received by this due date and time, will be posted in the SAM website no later than by 21 August 2023 @
1600 EST.
Questions or responses received after the due date and time specified herein, may be considered at the discretion of the Procuring Contracting Officer
(PCO).
Completed questionnaires and capability statements of interested parties, shall be submitted via email to Vanessa.rincon.civ@us.navy.mil and
Zelda.y.rappuhn.civ@us.navy.mil no later than 11 September 2023 @ 1000 AM EST with the subject “REF. #627 – EPD Revision 2 Sources Sought Response”.
All information will be kept confidential and will not be disseminated to the public. This Revised Sources Sought Notice and Market Research
Questionnaire is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
