Sources Sought Notice & Market Research Questionnaire
“Electronic Personal Dosimeters (EPDs)”
Market Research is being conducted to determine all potential socio-economic small businesses and large businesses interested in, and capable of, providing the products identified herein.

Firm-Fixed-Price (FFP)
Background:
NSWCCD has a requirement to procure a total of 30,600 Electronic Personal
Dosimeters (EPDs) which is a Radiation Detection, Indication and
Computation (RADIAC) device used as a secondary dosimeter to monitor required end-use radiological operations in real time, and 50 software-interface readers. The Government anticipates the procurement of the
30,600 EPDs and 50 software-interface readers, as follows:
Base Year – 1,270 EPDs and 50 software-interface readers
Option Year 1 – 4,500 EPDs, 300 neutron-photon EPDs, and 300 beta-photon EPDs
Option Year 2 – 6,130 EPDs
Option Year 3 – 8,050 EPDs
Option Year 4 – 10,050 EPDs
All delivered EPDs shall be in compliance with the EPD Specifications
Document, titled, “Specification for the Electronic Personal Dosimeter” dated 26 July 2023 and the Updated DRAFT SOW dated 26 July 2023 which have been attached to the Sources Sought Notice.

The analysis can be based on historical data for existing equipment and/or an engineering analysis of the electronic dosimeter as currently constructed to assess the ability to achieve a mean time between failures (MTBF) of at least 10 years.
The contractor is requested to state the assumptions made to conduct the high-level analysis.

12 Will the requirements specified in the Updated DRAFT SOW and Performance

Note: “Minor modifications” are modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. Dollar values and percentages may be used as guideposts, but are not conclusive evidence that a modification is minor.

Per the Updated DRAFT SOW Section 3.5 Informational Technology, software shall be compatible with the Microsoft Windows 10® Operating System, and the
EPD shall not require internet access for operation or software updates.
Additionally, EDP Software cannot be cloud related or require cloud functionality.
