SS Q&A 24 August 2023 (REF #627) Electronic Personal Dosimeters (EPDs) - Sources Sought Notice REVISION 2 Questions & Answer 24 August 2023
| Industry Name | Document | Section | Question | Answer |
| Mirion Technologies, Inc. | SOW | 3.1.2 General | Reference A indicates, “A single award firm-fixed-price (FFP) contract with a potential period of performance (PoP) of five years (including Option Years) is anticipated.” |
Reference B indicates in section 3.2.2, “A total of 30,600 photon EPDs will be procured during the five-year contract,” and provides a delivery schedule in section F.
Can the Government clarify the format of pricing requested:
(a) Contractor provides a step-ladder pricing table based on the total base and option year quantities of 30,600 EPD’s to be procured
OR
(b) Contractor provides individual base and option year unit pricing of the EPD for the stated quantities
| The Government requests industry to provide the individual base and option year unit pricing of the EPD for the stated quantities. However, if step-ladder pricing or any other pricing scheme is anticipated to yield a better unit price, industry is invited to submit its suggestion(s) for consideration. | ||||
| Thermo Eberline LLC | SOW | 3.1.2 General | Can the EPDs be delivered in quarterly or monthly shipments? | Yes, the EPDs can be delivered in quarterly or monthly shipments. |
| Mirion Technologies, Inc. | SOW | 3.2 Testing | The SOW states that “within 180 days of contract award, the Contractor shall deliver a random sampling of 125 out of the 1,270 EPDs from the first production lot for the Government Technical Advisor(s) to perform conformance testing”. However, a timeline for government acceptance is not stated. Additionally, for subsequent deliveries (ref. 3.2.1.5) a timeline for government acceptance is not stated. Can the Government clarify the time for acceptance for the delivery lots? | Statement of Work section 3.2.1.4 states "The Government Technical Advisor(s) will perform all conformance verification |
testing, and notify the contractor 60 days after completion, and prior to production unit delivery to the Government."
| Mirion Technologies, Inc. | SOW | 3.2 Testing | The SOW States (3.2.1.3), “From the second production lot during Option Year One, the Contractor shall perform testing on a random sample of 50 neutron EPDs out of the 300 neutron EPDs and 50 beta EPDs out of the 300 beta EPDs” [for conformance verification to specific requirements of the performance specification]. Some of the tests indicated are typically performed on limited samples as a design validation. As it will impact the cost to the Government, does the Government require test data for all criteria for each sample (e.g., energy response; range)? | The Government requests test data demonstrating compliance for all samples. |
| Mirion Technologies, Inc. | SOW | 3.2.2 Explosive Safety Testing | Reference B included ANSI/ISA 12.12.01-2015 (Nonincendive Electrical Equipment For Use In Class I And II, Division 2 And Class III, Divisions 1 And 2 Hazardous (Classified) Locations). This standard is not included in the Performance Specification, section 2. “Applicable Documents.” |
| Will the Government accept third-party testing to MIL-STD-810G, Method 511.5, Procedure 1 as sufficient to establish the EPD is nonincendive? | The Government requires test data to demonstrate compliance to ANSI/ISA 12.12.01-2015. Please note that the explosive testing described in 3.2.2 of the SOW is not a technical requirement for the EPD. The Navy is requesting this testing as part of the SOW to understand if and how the EPD can cause ignition of the surrounding atmosphere. The test results (pass/fail) will not be used to determine if a proposal is technically acceptable. Yes, third party testing is acceptable. | |||
| The SOW states, “The Contractor shall select a random sample of 125 out of the 1,270 photon EPDs” and “and “test compliance to ANSI/ISA 12.12.01-2015. Does the Government require test data demonstrating compliance with this criterion for all 125 samples? | Yes, the Government requests test data demonstrating compliance for all samples. | ||||
| Thermo Eberline LLC | SOW | 3.2.2 Explosive Safety Testing | What is the purpose of the Contractor completing the Explosive Testing, as referenced in the SOW (Section 3.2.2.)? What will the result of the testing be utilized for? | The EPDs are expected to be used in a wide range of environments, incuding explosive atomospheres. The results of this testing will be used to characterize and understand the proposed EPDs response to explosive conditions. This test data will inform how the EPDs are used and stored. | |
| Thermo Eberline LLC | SOW | 3.5.2 Information Technology | Does the Navy intend to stay on the Windows 10 platform for the duration of the EPD program? Or is it more likely the Navy would continuously update the operating system requirements to be aligned with Microsoft's currently supported operating system? | Windows is the basis for now. Updates will be considered in the future if the Navy changes operating system platforms. | |
| Mirion Technologies, Inc. | Performance Specifications | 3.4.1 Telemetry | Is the telemetry solution required for all EPD’s or will a quantity be stated? | Telemetry is required for all EPDs. | |
Considering the variability of government budgeting and in order for the contractor to evaluate volume pricing, can the Government confirm that this acquisition is fully funded; or, offer other comments that assures the contractor that the procurements stated as “options” will be exercised?
| The Government anticipates fully funding the base year order quantity at time of contract award. All subsequent option years, if exercised, are anticipated to be fully funded at time of option exercise. The Government is not able to provide any guarantee at this time, that any or all anticipated options will be exercised. However, the anticipated soliciation will incorporate by full text, the clause at FAR 52.217-9 Option to Extend the Term of the Contract that will specify the time period (anticipated est. 90 days maximium) by which the Government will provide a preliminary written notice to the awardee prior to the contract's end, of its intention to exercise an option. The exact timeframe will be specified in a resultant solicitation. You are encouraged to preview the clause in full text at www.acquisition.gov/far | |||
