About this file
The document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services, involving the Quincy Illinois Veterans Home within the Department of Veteran Affairs. The emergency procurement is for linen services to be provided by Denman Services Inc., located in Quincy, Illinois. The scope of services includes three-days-per-week pickup and delivery of healthcare linens, with comprehensive processing that involves dedicated vehicle transport, chain-of-custody documentation, sorting, inspection, pre-treatment, high-temperature washing, sanitization, drying, ironing, and packaging of clean linens. The contract is expected to start on 06/30/2025 and end on 09/28/2025, with an estimated expenditure of $230,000.
The emergency procurement was necessitated by the previous state-use linen service provider closing operations and the Veterans Home's internal laundry facilities being partially unavailable due to a potential exhaust system issue. While efforts were made to identify Business Enterprise Program (BEP)-certified vendors, the nearest alternative was determined to be operationally unfeasible due to distance and logistical challenges. The funding for this emergency purchase will come from State Appropriated Funds, and the procurement was made with an emphasis on maintaining service continuity and meeting healthcare hygiene standards. Denman Services Inc. was selected for its local presence, commercial-grade equipment, experienced workforce, and ability to begin services without delay.

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues
Reason for selection of this particular vendor:
Denman Services Inc. is able to begin service without delay. Their readiness ensures a seamless transition with no disruption to current service levels or quality standards.
The Facility identified two vendors that were a possibility. We discussed options with other vendor but they were unable to provide on the scale we needed temporarily.
The company operates local laundry facilities equipped with commercial-grade equipment capable of handling high-volume linen processing efficiently. In addition, Denman employs a trained and experienced workforce that is familiar with the demands of institutional laundry services, ensuring consistent quality, adherence to hygiene standards, and timely delivery.
As a local vendor, Denman Services Inc. is more accessible for on-site support, quality checks, or urgent service adjustments.

Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).
List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:
The previous linen service provider was a state-use vendor, fulfilling contractual obligations under state procurement guidelines. However, this vendor is now in the process of closing its operations and will no longer be available to provide linen services. The Quincy Illinois Veterans Home had begun the transition of handling linens internally during the month of June but due to a possible exhaust issue currently under review, a portion of it's laundry facilities cannot be used until the issue is remedied.
While efforts were made to identify alternative BEP-certified vendors to continue this service, the nearest available BEP-certified provider is located in Springfield, Illinois. Given the daily service demands, the volume of linens required, and the need for time-sensitive pickup and delivery schedules, the distance to Springfield makes it operationally unfeasible to rely on that vendor. Daily transportation from such a location would pose significant logistical challenges, increase the risk of service delays, and raise costs due to mileage, fuel, and staffing requirements.
Is there an existing State contract available for the required supplies or services? Yes No
