About this file

This is a comprehensive 100% construction specification and design document for the renovation of the Urology Department at Buffalo Veterans Medical Center (VAMC), Project 528-19-102. The project scope encompasses the renovation of two Cystoscopy rooms (214 and 215), Procedure Rooms (211 and 212), a control room (215-1), electrical room (214-1), check-in area, office, vestibule, dressing area, toilet facilities, and corridor. The anticipated construction period is 720 days, with the document issued for construction on April 29, 2026. The specifications are organized into 28 divisions following CSI standards, covering structural steel, metals, wood, thermal and moisture protection, openings, finishes, specialties, furnishings, special construction, fire suppression, plumbing, HVAC, electrical, communications, and electronic safety and security systems. The construction documents include detailed architectural, structural, mechanical, plumbing, electrical, fire protection, and telecommunications drawings with specific requirements for installation, testing, commissioning, and coordination of all building systems.

The contractor must comply with extensive site management and operational requirements, including VA security procedures requiring PIV badges for all personnel, restricted parking areas, key control protocols, and document security measures. The contract requires coordination with VA utility services, maintenance of minimum 40-degree Fahrenheit temperatures, and adherence to phasing plans to minimize disruption to ongoing medical center operations. Key deliverables include shop drawings, product data, as-built drawings, warranty management documentation, training and instruction manuals, photographic documentation (150-200 photos with online indexing), testing and commissioning reports, and final elevation digital images. The contractor must establish a submittal register, coordinate with manufacturer representatives for installation and training, conduct final inspections, and maintain equipment warranties throughout construction. The document emphasizes quality control, infection control risk assessment compliance, and comprehensive documentation requirements for all construction phases through project closeout.
