This is a Statement of Work (SOW) for the upgrade of elevator control systems at the Federal Bureau of Prisons' Federal Correctional Complex (FCC) Yazoo City, Mississippi, located at 2225 Haley Barbour Parkway.

The contractor shall modernize four hydraulic passenger elevators (Thyssenkrupp manufacturer, TAC-20 controller model, serial numbers EN5861-EN5864) by replacing the existing controller with a modern, non-proprietary microprocessor-based control system with Variable Frequency Drive (VFD) technology. The project must be completed within 250 calendar days from the notice to proceed, with work scheduled Monday through Friday, 7:30 A.M. to 3:30 P.M., following a 40-hour work week. The contractor provides all labor, materials, equipment, drawings, services, supervision, tools, and transportation necessary for completion. The work includes system controller and machine room equipment with a solid-state microprocessor controller, motor starter, dedicated enclosure, and diagnostic tools; power and emergency features including battery lowering and Firefighters' Service system compliant with ASME A17.1/CSA B44; hydraulic power unit and equipment retention with new piping supports; pit and hoistway equipment including new pit stop switch and steel tape selector system with comprehensive wiring package; car and cab equipment with new safety switches, door operator, reopening device, and door hardware; and fixtures and signals including car operating panel, hall stations, hall lanterns, and combination fixtures finished in brushed stainless steel. The contractor must perform a comprehensive pre-installation survey, field-verify dimensions, provide updated shop drawings for COR approval, conduct full-load safety testing, supply three sets of laminated as-built wiring diagrams, affix permanent data plates, provide on-site FBOP training (minimum two hours), and deliver a ride quality analysis demonstrating reduced vibrations compared to the legacy system. All installers and technicians must be manufacturer-certified, with written verification submitted seven days before project start. The system must comply with ASME A17.1/CSA B44 codes, UL standards, NEC requirements, and all federal, state, and local regulations. FCC Yazoo City (Low II) provides area preparation, sectioning, access to work areas, water, power, and restrooms. The contractor is responsible for obtaining required permits and submitting copies to the Contracting Officer's Representative. All software must be licensed to FBOP in perpetuity.
