RFP Summary: UCHC-209637231 Advisory Services for 340B Program DSH Optimization
This is a Request for Proposals (RFP) issued by the University of Connecticut Health Center (UConn Health), a state of Connecticut agency, seeking qualified advisory organizations to provide strategic and operational support for optimizing the hospital's Disproportionate Share Hospital (DSH) percentage and ensuring long-term 340B program stability and compliance. The scope of work includes DSH baseline and risk review analyzing historical trends and payer mix; Medicaid eligibility and data integrity audits; DSH optimization strategy development with targeted recommendations for increasing Medicaid-eligible day capture; ongoing monitoring and reporting through a DSH tracking dashboard with monthly reviews; and compliance support aligned with Federal requirements for audits and cost reporting. The contract term runs approximately January 1, 2026 through December 31, 2026, with UConn Health holding the option to renew for two additional one-year periods. UConn Health expects to award the contract to one supplier based on selection committee evaluation of proposals received. The award may be issued as either a purchase order or contract and may be processed through UConn Health or The University of Connecticut Health Center Finance Corporation (UCHCFC). Subcontracting and offshoring are not permitted.
Pricing shall remain fixed throughout the term of the award with no increases allowed, and payment terms are net 45 days. Proposers must honor their quoted prices for a minimum of 180 days from the proposal due date. The RFP requires proposers to demonstrate proven experience in DSH optimization, knowledge of state and federal regulations and audit processes, and expertise in financial modeling. Proposers must provide responses to comprehensive scope of work requirements, bid questions addressing methodology and deliverables, proposer qualifications including company information and experience, three current client references and one previous client reference, IT infrastructure and cybersecurity questionnaires, and detailed pricing for Year 1 services. All responses must be submitted electronically via email to the identified buyer on or before the specified deadline, and all sections of the bid template must be completed in their entirety. Failure to provide all required information may result in rejection of the proposal.
