About this file
This document is a set of responses to bidder questions regarding a Request for Response (RFR) issued by the Massachusetts Department of Transportation (MassDOT) for Unmanned Aircraft System Goods and Services (UASGS). MassDOT is seeking platforms that can support a broad array of transportation use cases including asset management, inspection, mapping, and emergency/incident response, with a focus on platforms that can operate under FAA Part 107 rules. The RFR is not limited to U.S. manufactured products, and MassDOT will evaluate products that represent the best overall solution. While MassDOT does not currently anticipate sharing platforms with other agencies, it does not prohibit future mutual agreements. Under the previous iteration of this RFR in 2019, typical task orders averaged $30,000 and focused on engaging with approved UAS vendors to provide expertise and support MassDOT's operational capabilities.
Regarding the response format, respondents are allowed to attach up to three additional pages of supplemental information, including key staff resumes, to supplement the Respondent's Response Form. Participation in the Commonwealth of Massachusetts Supplier Diversity Program is required, and respondents must complete the Supplier Diversity form accordingly.

We will prioritize platforms that can operate under the FAA Part 107 rules.

Will you be sharing platforms with other agencies, such as first responders, federal agencies such as DHS/Coast Guard, etc?
No, at this point MassDOT does not anticipate sharing platforms with other agencies. However, that does not prohibit MassDOT from entering into mutual agreements in the future that would allow for the sharing of platforms.

This RFR appears to be similar to an RFR issued in 2019 for Drone General Unmanned and Autonomy Systems Consulting. Can the DOT provide typical assignments and task order values that were performed under the previous iteration?
The typical task orders issued under the previous iteration were primarily to engage with approved UAS vendors to draw on their expertise and extensive experience to provide the following: (1) Identify and provide qualified experts to augment MassDOT’s operational capabilities or demonstrate and advise on the use of UAS;
(2) Provide UAS Consultant Services to MassDOT to support the development of an operational roadmap for successful implementation of Beyond Visual Line-of- Sight Operations; (3) Provide the UAS Consultant Services to MassDOT to explore the scalability to generalized bridge inspections; (4) Provide the UAS Consultant Services to MassDOT to support the development of an operational roadmap for use of drones for with respect to medical delivery. The average value of these Task Orders was $30,000.
