About this file
This document is a National Geospatial-Intelligence Agency (NGA) Instruction (NGAI 8120.1) establishing policy and procedures for Electronic Waste (E-Waste) Management, effective September 1, 2020. The instruction applies to all NGA civilian employees, military service members, other government agency personnel assigned to NGA, and contractors. NGA policy requires the decommissioning, sanitization, disposal, and destruction of E-Waste in accordance with multiple federal references including CNSS directives, NIST standards, NSA/CSS guidelines, IC standards, and NGA-specific manuals and instructions. The agency is committed to reusing E-Waste to the maximum extent possible and providing training and guidance to personnel involved in sanitization and disposal activities.
The instruction delineates specific responsibilities across organizational entities: the NGA Director establishes and implements the E-Waste program; the Chief Information Officer (CIO) executes and manages the program; the Chief Information Security Officer (CISO) enforces security controls for media sanitization and collaborates on risk management; the E-Waste Mission Manager (EMM) implements and manages the program, develops training, manages storage areas, ensures proper sanitization and disposal, and monitors disposal metrics; the Director of Security and Installations manages disposal operations and maintains destruction certificates; and Program Managers and Information System Owners plan, budget, execute funding, develop E-Waste plans, and oversee sanitization and disposal actions. Personnel identifying excess or unwanted IT equipment should contact the appropriate Program Manager or Information System Owner, or submit a service request through the IT Service Manager tool (Service+) if the responsible party is unknown. Detailed sanitization and disposition procedures are contained in NGAM 4160.1 and the NGA Work Instruction "Sanitization and Disposal."

PROCEDURES
1. Personnel who identify excess or unwanted IT equipment should contact the appropriate PM or ISO and request the IT equipment's removal. The PM or ISO will inform the requestor of any required additional actions.
2. If the PM or ISO is unknown, personnel should submit an excess equipment service request through the IT Service Manager tool, Service+. The service request will then be routed to the appropriate PM or ISO based on the barcode of the equipment. If the equipment does not have a barcode, the service request will be processed as found equipment.
3. Detailed sanitization and disposition procedures for PMs and ISOs can be found in NGAM 4160.1, “Accountability and Management of Property, Plant, Equipment, and Other Accountable Property,” and NGA Work Instruction, “Sanitization and Disposal.”
