About this file
This is a U.S. Preference certification document established under Louisiana Revised Statute 39:1604.7, applicable to state and local procurement activities. The document establishes the framework for bidders to claim a five percent price preference for products manufactured in the United States. "Manufactured in the United States" is defined to include all manufacturing, final assembly, processing, packaging, testing, and value-adding processes that occur within U.S. jurisdiction. Bidders must complete and submit this form prior to bid opening to have their preference claim considered; submissions made on alternative documents or after bid opening are not eligible for consideration.
To claim the U.S. preference, bidders must indicate whether they are applying for the five percent preference, specify which line items qualify (either all items or specific item numbers), identify the specific U.S. locations where products are produced, manufactured, or assembled, and certify under penalty of law that the items are manufactured in the United States. The preference is available only when the cost of U.S.-manufactured items does not exceed the cost of foreign-manufactured items by more than five percent, the vendor agrees to match the lowest bid price, and the vendor provides proper certification. In cases where multiple bidders offer U.S.-manufactured products within the five percent threshold, the bidder with the lowest price on such items receives the preference award.
