About this file

This is a Louisiana Preference Note to Bidder document establishing state procurement preferences for products produced, manufactured, or assembled within Louisiana. The document outlines the conditions under which bidders can claim a ten percent cost preference on Louisiana-produced items, provided those items are equal in quality to competing products and the bidder's Louisiana workforce comprises a minimum of fifty percent Louisiana residents. Bidders must complete the preference form in its entirety and submit it prior to bid opening; preference claims submitted on alternative documents or after bid opening will not be considered.

The document specifies that Louisiana preference applies when the cost of in-state items does not exceed out-of-state alternatives by more than ten percent and the vendor agrees to match the lowest bid price offered on comparable items. When multiple bidders offer Louisiana products within the ten percent threshold, the bidder offering the lowest price on Louisiana items is entitled to accept the lowest bid price. The document provides specific definitions for "assembled," "manufactured," "processed," and "produced" to clarify what qualifies as a Louisiana product, excluding reassembly of shipped components and component assembly operations. Bidders claiming preference must identify applicable line items and specify the Louisiana location(s) where products are manufactured or assembled.
