Bidders may submit proposals for either or both groups. Sealed bids must be submitted by 9:00 AM on Wednesday, May 20, 2026, through the City's e-Procurement Portal at https://procurement.op=-=-//procurement.opengov.com/portal/carmelin, at which time bids will be publicly opened and read aloud. Written questions must be submitted by Wednesday, May 6, 2026, at 2:00 PM. All vehicles must be delivered no later than June 30, 2026. Bids remain valid for ninety days from the bid opening date, and no bids may be withdrawn within thirty days following the bid date.

Required bid submissions include a U.S. Manufactured Products Preference Certification, Nepotism certification, Exception Sheet, manufacturer's literature, warranty statements, and an e-Verify screenshot documenting current E-Verify enrollment status, with failure to provide E-Verify documentation resulting in automatic bid rejection. The City reserves the right to reject any and all bids and will award the contract to the lowest responsive and responsible bidder. No specific set-asides for disadvantaged enterprises are designated. All bidders must comply with mandatory federal and state requirements including Indiana Code 22-5-1.7 E-Verify compliance. The resulting contract is governed by Indiana law and City of Carmel municipal ordinances. Awarded vendors must obtain a purchase order from the City Controller prior to delivery and accept payment via City check, with invoicing permitted no more than once every thirty days and payment remitted within thirty-five days of invoice receipt. Vendors must maintain comprehensive insurance coverage including Worker's Compensation, Commercial General Liability ($1,000,000 general aggregate), Auto Liability ($1,000,000 single limits), Umbrella/Excess Liability ($1,000,000), and cyber liability insurance ($1,000,000 per claim and annual aggregate).
