STATEMENT OF WORK

New HVAC Unit Tualatin River NWR Sherwood, OR

1. GENERAL

1.1. The U.S. Fish & Wildlife Service (Service) has a need to replace and install new Heating, Ventilation and Air Conditioning (HVAC) system at Tualatin River National Wildlife Refuge (NWR), Sherwood, Oregon. Contractor shall provide one (1) new commercial-use HVAC. The HVAC unit shall be replaced with a new unit sized for the square footage it will cover, volume and orientation of the spaces served, detailed below and the line set shall be adjusted to the appropriate length for optimum performance.

1.2. Two alternative options are provided. Refer to the scope description below for further details.

1.3. The existing (old) HVAC unit make is York, Model# YHE60B21SA, Serial Number# W1E7760001.

2. SCOPE

2.1. One of the existing HVAC units at Tualatin River NWR Visitor Center, referred to as HP3 in the blueprints needs a replacement. The unit in question is responsible for heating and cooling Multipurpose Room W116 in the blueprints, also known as the Riparian Room and surrounding rooms detailed below.

2.2. This scope includes demolition and legal disposal of the old unit as detailed below.

3. ALTERNATIVES: Contractor shall perform the following tasks:

Contractor shall price the alternatives listed below separately on contractor’s written quotation. For all quotations submitted, the Service Court will evaluate the price of each alternative. At the Service’s sole discretion, it may issue an award for only one of the two alternatives.

3.1. ALTERNATE 1 – BASE BID: REPLACE OLD HVAC UNIT WITH CURRENT TONNAGE

a. Contractor shall demo existing HVAC unit and legally dispose of old unit.

b. Refrigerant in the unit to be recovered and recycled by contractor.

c. Install a new HVAC unit for commercial use to match existing.

d. HVAC unit must be certified by Energy Star and have a minimum HSPF rating of 10 and a minimum SEER rating of 20.

e. HVAC unit must have a 10-year manufacturer’s warranty on its compressor.

f. Contractor shall provide programmable digital thermostat.

g. Contractor is to be manufacturer certified in the installation of the equipment to be installed.

h. Contractor is responsible for verifying all utility connection points and complete all required connections, including water lines, electrical, drain line, controls, supply and return ductwork.

i. Contractor is responsible for all other connections and modifications required for a fully functional system.

j. Contractor shall start unit and verify operation.

k. Contractor shall provide demonstration and training of new equipment in addition to closeout documents.

l. Contractor shall provide a list of five companies within a 50-mile radius that are certified and trained to maintain the equipment installed.

3.2. ALTERNATE 2 – BASE BID: REPLACE OLD HVAC UNIT WITH ADJUSTED TONNAGE

a. Contractor shall demo existing HVAC unit and legally dispose of old unit.

b. Contractor shall cap existing line sets connected to the old unit.

c. Contractor shall patch and seal the penetrations from the removed unit (inside and out).

d. Refrigerant in the unit to be recovered and recycled by contractor.

e. Install a new HVAC unit for commercial use sized for the square footage of the Riparian Room, including the areas marked as reception, sales storage, media, electrical and storage mechanical room in the blueprints provided.

f. Contractor shall provide calculations for the size of the unit.

g. Contractor is to be manufacturer certified in the installation of the equipment to be installed.

h. HVAC unit must be certified by Energy Star and have a minimum HSPF rating of 10 and a minimum SEER rating of 20.

i. Contractor shall provide programmable digital thermostat.

j. New unit will be added outside of the mentioned storage mechanical room on an appropriately sized and designed concrete pad to be determined by the contractor.

k. Contractor is responsible for verifying all utility connection points and complete all required connections, including water lines, electrical, drain line, controls, supply and return ductwork as necessary.

l. Contractor is responsible for all other connections and modifications required for a fully functional system.

m. Contractor shall start unit and verify operation.

n. Contractor shall provide demonstration and training of new equipment in addition to closeout documents.

o. Contractor shall provide a list of five companies within a 50-mile radius that are certified and trained to maintain the equipment installed.

4. PLACE, DELIVERY, AND PERIOD OF PERFORMANCE

4.1. All work will take place at Tualatin River NWR visitor center located at 19255 SW PACIFIC HIGHWAY, SHERWOOD, OREGON 97140-9292.

4.2. Work is to be completed within 30 calendar days of Notice to Proceed (NTP) being issued.

5. PROJECT DELIVERABLES

5.1. Initial Project Schedule within 15 days of NTP being issued.

5.2. Product submittals

5.3. Design for review and approval

5.4. Owner training and final Product Operations and Maintenance Manuals (O&M).

5.5. Completed work in accordance with the approved performance-based specifications.

5.6. Closeout Items.

6. INSPECTION AND ACCEPTANCE

6.1. The work shall also be in compliance with the Service’s checklists as provided with the solicitation.

6.2. The work will be done in accordance with all applicable federal, state, and local codes including the most current edition of the IBC, National Electrical Code (NEC), NFPA 101 Life Safety Code, ADA/ABA, and any other applicable disciplines of the International Code Council, as well as with accepted general industry standards.

6.3. The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents. Work will be inspected to assure compliance with the contract documents, but quality control and adherence to all contract requirements is the responsibility of the contractor, as further described in CFR 52.246-12, “Inspection of Construction”.

7. GOVERNMENT FURNISHED MATERIALS

7.1. The Service will provide the following government furnished, contractor installed items:

7.1.1. Tualatin River NWR As-Built Condition Drawings: HVAC FLOOR PLAN.

8. AVAILABILITY

8.1. Unless approved by the Refuge Manager, the work week is Monday thru Friday, from 7:30 a.m. until 4:30 p.m., except federal holidays. Work shall be performed during these hours unless prearranged with the Refuge or Hatchery.

8.2. Contractor shall notify the COR a minimum of seven (7) days prior to arrival on-site and/or needing access to any of the buildings.
