Tualatin River National Wildlife Refuge HVAC Replacement February 9, 2024

REVISED

STATEMENT OF WORK

Date: 06/28/2024

New HVAC Unit Performance Based Project

Tualatin River NWR Sherwood, OR

1. GENERAL

1.1. The U.S. Fish & Wildlife Service is soliciting a performance-based construction requirement for a contractor to provide one (1) new commercial-use HVAC unit for the Tualatin National Wildlife Refuge. The HVAC unit shall be replaced with a new unit sized for the square footage it will cover, volume and orientation of the spaces served, detailed below and the line set shall be adjusted to the appropriate length for optimum performance.

1.2. Two alternative options are provided. Refer to the scope description below for further details.

2. SCOPE

2.1. One of the existing HVAC units at Tualatin River NWR Visitor Center, referred to as HP3 in the blueprints needs a replacement. The unit in question is responsible for heating and cooling Multipurpose Room W116 in the blueprints, also known as the Riparian Room and surrounding rooms detailed below.

2.2. This scope includes demolition and legal disposal of the old unit as detailed below and attached.

3. ALTERNATE 1 – BASE BID: REPLACE OLD HVAC UNIT WITH CURRENT TONNAGE WITH SEER 15 RATING OR

BETTER

3.1. Contractor shall demo existing HVAC unit and legally dispose of old unit.

3.2. Refrigerant in the unit to be recovered and recycled by contractor.

3.3. Install a new HVAC unit for commercial use to match existing.

3.3.1. HVAC unit must have a SEER rating of 15 or better.

3.3.2. HVAC unit must have a 10-year manufacturer’s warranty on its compressor.

3.3.3. Contractor shall provide programmable digital thermostat.

3.4. Contractor is to be manufacturer certified in the installation of the equipment to be installed.

3.5. Contractor is responsible for verifying all utility connection points and complete all required connections, including water lines, electrical, drain line, controls, supply and return ductwork.

3.6. Contractor is responsible for all other connections and modifications required for a fully functional system.

3.7. Contractor shall start unit and verify operation.

3.8. Contractor shall provide demonstration and training of new equipment in addition to closeout documents.

3.9. Contractor shall provide a list of five companies within a 50-mile radius that are certified and trained to maintain the equipment installed.

4. ALTERNATE 2 – BASE BID: REPLACE OLD HVAC UNIT WITH CURRENT TONNAGE WITH SEER 17 RATING OR

BETTER

4.1. Contractor shall demo existing HVAC unit and legally dispose of old unit.

4.2. Refrigerant in the unit to be recovered and recycled by contractor.

4.3. Install a new HVAC unit for commercial use to match existing.

4.3.1. HVAC unit must have a SEER rating of 17 or better.

4.3.2. HVAC unit must have a 10-year manufacturer’s warranty on its compressor.

4.3.3. Contractor shall provide programmable digital thermostat.

4.4. Contractor is to be manufacturer certified in the installation of the equipment to be installed.

4.5. Contractor is responsible for verifying all utility connection points and complete all required connections, including water lines, electrical, drain line, controls, supply and return ductwork.

4.6. Contractor is responsible for all other connections and modifications required for a fully functional system.

4.7. Contractor shall start unit and verify operation.

4.8. Contractor shall provide demonstration and training of new equipment in addition to closeout documents.

4.9. Contractor shall provide a list of five companies within a 50-mile radius that are certified and trained to maintain the equipment installed.

5. ALTERNATE 3 – BASE BID: REPLACE OLD HVAC UNIT WITH ADJUSTED TONNAGE

5.1. Contractor shall demo existing HVAC unit and legally dispose of old unit.

5.2. Contractor shall cap existing line sets connected to the old unit.

5.3. Contractor shall patch and seal the penetrations from the removed unit (inside and out).

5.4. Refrigerant in the unit to be recovered and recycled by contractor.

5.5. Install a new HVAC unit for commercial use sized for the square footage of the Riparian

Room, including the areas marked as reception, sales storage, media, electrical and storage mechanical room in the blueprints provided.

5.6. Contractor shall provide calculations for the size of the unit.

5.7. Contractor is to be manufacturer certified in the installation of the equipment to be installed.

5.8. HVAC unit must have a SEER rating of 17 or better.

5.9. Contractor shall provide programmable digital thermostat.

5.10.New unit will be added outside of the mentioned storage mechanical room on an appropriately sized and designed concrete pad to be determined by the contractor.

5.11.Contractor is responsible for verifying all utility connection points and complete all required connections, including water lines, electrical, drain line, controls, supply and return ductwork as necessary.

5.12.Contractor is responsible for all other connections and modifications required for a fully functional system.

5.13. Contractor shall start unit and verify operation.

5.14. Contractor shall provide demonstration and training of new equipment in addition to closeout documents.

5.15.Contractor shall provide a list of five companies within a 50-mile radius that are certified and trained to maintain the equipment installed.

6. PLACE, DELIVERY, AND PERIOD OF PERFORMANCE

6.1. All construction related work is located at the Tualatin River National Wildlife Refuge visitor center in Sherwood, OR.

6.2. Work is to be completed within 30 calendar days of Notice to Proceed (NTP) being issued.

7. PROJECT DELIVERABLES

7.1. Initial Project Schedule within 15 days of NTP being issued.

7.2. Product submittals

7.3. Design for review and approval

7.4. Owner training and final Product Operations and Maintenance Manuals (O&M).

7.5. Completed construction in accordance with the approved performance-based specifications.

7.6. Closeout Items.

8. INSPECTION AND ACCEPTANCE

8.1. The work shall also be in compliance with USFWS checklists as provided with the solicitation.

8.2. The work will be done in accordance with all applicable federal, state, and local codes including the most current edition of the IBC, National Electrical Code (NEC), NFPA 101 Life Safety Code, ADA/ABA, and any other applicable disciplines of the International Code Council, as well as with accepted general industry standards.

8.3. The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents. Work will be inspected to assure compliance with the contract documents, but quality control and adherence to all contract requirements is the responsibility of the contractor, as further described in CFR 52.246-12, “Inspection of Construction”.

9. GOVERNMENT FURNISHED MATERIALS

9.1. USFWS will provide the following government furnished, contractor installed items:

9.1.1. Tualatin River NWR As-Built Condition Drawings: HVAC FLOOR PLAN.

10. AVAILABILITY

10.1. Unless approved by the Refuge Manager, the workweek is Monday thru Friday, from 7:30 a.m.

until 4:30 p.m., except federal holidays. Work shall be performed during these hours unless prearranged with the Refuge or Hatchery.

10.2. Contractor shall notify the COR a minimum of seven (7) days prior to arrival on-site and/or needing access to any of the buildings.
