About this file

This document is a Questions and Responses (Q&R No. 1) file related to Towson University's Invitation for Bids (IFB) for water treatment services in Maryland. The IFB seeks a qualified contractor to provide a full-service chemical treatment program for the Central Power Plant Boilers, Condensate System, Outlying Boilers, Cooling Towers, and Closed Water Systems. The scope of work includes performing control tests, adding chemicals, ensuring proper controller and pump function, and maintaining records of water chemistry and chemical usage. This document specifically addresses clarifying questions submitted by potential bidders and provides official responses from Towson University to ensure uniform understanding of the project requirements among all interested parties.

The Q&R document serves to clarify technical specifications, contractual requirements, and procedural details outlined in the original IFB, thereby reducing ambiguity and enabling contractors to submit competitive and compliant bids. By providing written responses to bidder inquiries, this document ensures transparency in the procurement process and allows all potential contractors equal access to critical information necessary for bid preparation. The responses cover topics relevant to contract performance, equipment requirements, chemical specifications, and other substantive matters that directly impact bidding decisions and contract execution.

Water Treatment Questions and Responses No.: 1

Question 1: What is the current value of the contract?

Response: Base Bid Amount $209,908.50

Question 2: How long has Klenzoid been providing services to the University under this contract?

Response: Five (5) years.

Question 3: Section K10., Total Water Volume Calculations – Since this is a one-time event, will the University be purchasing the chemical/labor required for the volume calculations separate from the contract?

Response: No, this service should be included in the contract.

Question 4: Section K11 and 12, Power Plant Data and Power Plant Operating Data –

The information provided for the Power Plant/Boilers is the type of information needed for contractors to calculate the annual chemical requirements. Is there any data/operating data for the Cooling Towers, i.e.

System tonnages, year- round or seasonal operation, etc., that will allow us to calculate annual chemical requirements?

Response: The system tonnage is 6000 in the Central Power Plant and the Chillers operate year-round. The cooling tower (4 cells) at the Power Plant is in operation year-round. It is an Evaptech, model # EC424. Also see Exhibit 3.

Question 5: Is there any current data, i.e. estimated volumes, for the closed loop systems? Can the University provide the square footage of each of the buildings as a means to estimate the requirements for the closed loop systems?

Response: See the attached Exhibit 3 and Exhibit 2

Question 6: What is the age of the softeners on site?

Response: Installed in 2019

Question 7: Scope of Work, Section D., Responsibilities and Task – Contractor is to provide all labor, material, supplies and equipment necessary to perform all chemical treatment. During the site visit it was reported that the incumbent owns all existing equipment; if another contractor is awarded the contract, they will essentially be required to install all new equipment.

The incumbent has a distinct advantage; if the University wishes to increase the degree of competition on this contract, there needs to be more of a level playing field. Can the University please address this?

Response: TU does not provide supplies or equipment to the contractor, and as indicated in the solicitation, it is the vendor’s responsibility to provide all labor, material, supplies and equipment necessary to perform under the contract. Additionally, and for transparency, the current base bid amount is known. Please bid accordingly and as deemed appropriate for your company.

Question 8: Chiller inventory by building, can you please provide tonnage and quantity of chillers located across campus.

Response: See response below:

• CFA (2) Carrier 19XR3132=250 Tons ea.

• CFA (1) Trane CVHF049F= 500 Ton

• Admin (2) York YSCBCAS2CGDS 200-300 Tons ea.

• CUPA (3) 1500 Tons e

Queston 9: Cooling Tower Drainage Schedule. Which cooling towers are drained annually as part of routine maintenance or seasonal shutdowns and which cooling towers remain online year-round?

Response: All Cooling Towers are currently drained except for 10 West, CHP, and the Central Power Plant. These Cooling Towers will remain in service.

Queston 10: Can you provide one year’s worth of make-up water readings for the main plant steam system, the main plant cooling towers and all steam boilers horsepower ratings?

Response: See response below:

• Cooling Tower Make Up – 10,523,595 gallons

• Chilled Water Make Up – 16,545 gallons

• Steam System Make Up – 3,481,000 gallons
