About this file
This is a Single Source Justification document for a commercial item procurement using Simplified Acquisition Procedures (SAP). The Transportation Security Administration (TSA), Requirements and Capabilities Analysis (RCA) Chemistry & Explosives Branch (CEB), is procuring an Agilent CrossLab Silver preventative maintenance agreement for an Agilent Gas Chromatography Mass Spectrometry (GC/MS) Triple Quad System. The procurement request number is PR267573B049, with contracting tracking number JA-'2026'-01-1393. The contract is a Firm Fixed-Price agreement valued at $21,485.52 for a 12-month period of performance from September 10, 2026, through September 9, 2027. The contractor is Agilent Technologies Inc., located at 2850 Centerville Road, Wilmington, Delaware 19808.
The CrossLab Silver maintenance plan covers contract-level preferred response, virtual tech support, same-day remote repair capabilities, onsite repair services with genuine Agilent parts, annual preventive maintenance, and compliance and software services including operational qualification and software maintenance agreements. The justification for single-source procurement is based on Agilent being the original equipment manufacturer with exclusive rights to proprietary software, diagnostic tools, and parts, combined with the mission-critical nature of the equipment used for Canine Explosive Training Aids supporting the TSA National Explosives Detection Canine Team Program. Market research conducted March-June 2026 identified Agilent as the only qualified vendor. Past experiences with non-Agilent service representatives resulted in performance issues, delayed maintenance, incorrect parts, and operational delays. The Contracting Officer (Melany Pollock) and Technical/Requirements Personnel (Inho Cho) have certified and approved the justification.

SECTION I: Introduction
In this document, citations to Revolutionary FAR Overhaul Part 12 are citations specifically to Federal Acquisition Regulation (FAR) Class Deviation 25-21 R1 for FAR Part 12 which was issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025.
The Transportation Security Administration (TSA), Requirements and Capabilities Analysis (RCA) Chemistry & Explosives Branch (CEB) and Contracting and Procurement propose to solicit and issue a purchase order based on soliciting only one source.
The procurement request number is PR267573B049 and the Contracting and Procurement’s tracking number is
JA-'2026'-01-1393.
This acquisition is conducted under FAR Part 12.
SECTION II: Description of Action Being Approved The TSA CEB has a requirement to procure an Agilent CrossLab Silver preventative maintenance agreement for the Agilent Gas Chromatography Mass Spectrometry (GC/MS) Triple Quad System. This is a necessary requirement to ensure proper operations of the CEB analytical lab equipment which is used for mission-critical research and analysis of Canine Explosive Training Aids (CETA) which are utilized by canine teams in the TSA National Explosives Detection Canine Team Program (NEDCTP) for mission-critical training and mission readiness.
(a) Contractor Name: Agilent Technologies Inc.
2850 Centerville Road Wilmington DE, 19808
(b) Type of action: Firm Fixed-Price Contract
(c) Amount: $21,485.52
(d) Period of Performance: 09/10/2026-09/09/2027
Agilent Technologies, Inc. is the sole authorized provider of preventative maintenance and calibration services for their Agilent GC/MS Triple Quad System, which contains Agilent proprietary software and parts that only they can provide and Agilent certified engineers who provide this service. As the original equipment manufacturer, Agilent holds exclusive rights to their service documentation, diagnostic tools, and parts. Maintenance by unauthorized third parties may not meet standards or preserve warranty compliance and instrument accuracy.
SECTION III: Description of Supplies or Services
Equipment to be covered in this CrossLab Silver Plan is below:
Agilent GCMS Triple Quad System
SAP Commercial Item Single Source Justification
The plan covers the following salient characteristics:
Contract-level preferred response Virtual Tech Support (hardware and software) Same-day remote repair (when possible) Onsite Repair Services o Onsite repair visits (travel and labor) o Genuine Agilent parts required for repair o Agilent consumable parts required for repair
Maintenance Services o Annual onsite preventive maintenance (travel and labor) o Genuine Agilent parts required for preventive maintenance
Compliance and Software series o Operational qualification o Requalification after major repair o Software maintenance agreement
The Agilent CrossLab Silver GC/MS Triple Quad maintenance plan is for one 12-month base year for and estimated value of $21,485.52. and only offered on an annual basis due to the age of the instrument. This service plan ensures continuous maintenance of the equipment, minimizing operational disruptions and supporting the critical mission of explosive detection canine training and mission readiness.
SECTION IV: Identification of the Single Source Justification
Only one source is capable of responding due to the unique or specialized nature of the work.
Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.
An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.
A licensing agreement is required as a part of this purchase order, which is available from only one source.
SECTION V: Description of Rationale The Agilent GC/MS Triple Quad System plays a key role in the development of CETA through its sensitivity and selective detection capabilities, providing highly accurate results to support NEDCTP’s core training missions.
Because the instrument and its parts are unique to Agilent Technologies as the original equipment manufacturer (OEM) of the Agilent GC/MS Triple Quad System, only Agilent-certified engineers can perform the CrossLab Silver annual preventative maintenance service. The specific detection system, equipped with proprietary technical components, reflects the company's decades of research and development of the system. Their components and software are exclusive to Agilent Technologies. Any deviation from using certified service providers could jeopardize its operation readiness, accuracy, and instrument reliability, potentially compromising the validity of lab results and CETA material quality. This could directly impact TSA’s ability to meet operational timelines and explosive detection standards. Therefore, continued support through Agilent’s CrossLab Silver company-certified maintenance services is necessary to sustain the performance, accuracy, and compliance of this mission-critical equipment.
Based on past experience, Agilent Technologies is uniquely qualified to perform the requirements. As the OEM, they have readily available replacement parts; they use the same OEM parts to replace faulty parts; and their technicians are Agilent-certified which makes them the most qualified, with equipment software. CEB has contracted with other vendors in the past. However, CEB chemists identified performance issues with other vendors during their respective contract periods. The representatives from those vendors were not Agilent-certified for the respective equipment they were maintaining, as required; maintenance work was often delayed because the technicians did not have or bring the correct parts, and CEB chemists oftentimes had to provide them with instructions on how to fix the various problems (e.g. on how to operate equipment software).
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value Based on the market research conducted by the TSA, Agilent Technologies offers the best value to the government.
They meet all technical requirements and will provide favorable maintenance and service. Additionally, they have a proven record of reliable performance with maintaining all of CEB’s Agilent equipment. They are responsive to service calls, prompt with visits and bring the proper tools, parts, service certification and expertise to perform the work. Having Agilent Technologies provide the CrossLab Silver maintenance plan represents the best value to the government, considering their technical compliance, delivery, and past performance.
SECTION VII: Market Research Description TSA conducted market research in March-June 2026 to identify vendors capable of providing the required maintenance service for the Agilent GC/MS Triple Quad System. TSA identified Agilent Technologies as the only qualified vendor. They are the original equipment manufacturer and sole authorized provider for preventative maintenance services for their branded equipment. These services require the use of proprietary tools, software, procedures, and documentation that are only accessible to Agilent personnel. Using non-authorized third-party vendors may result in inaccurate maintenance that can possibly damage the equipment and invalidation of equipment performance and warranty protections. Past experiences with non-Agilent service representatives yielded unsatisfactory maintenance, which has caused delays in fulfilling mission operations that ultimately led to delays in delivery of training aids to field canines.
