Pre-Bid Conference Minutes
Owner: State of Michigan, Department of Technology, Management and Budget Agency: Department of Natural Resources Professional/PSC: Fleis & VandenBrink Project Name: Treasure Island Bridge Replacement File Number: 751/20043.BDW Project Location: Pinckney Recreation Area Date Held: January 22, 2024, 1:00pm Meeting Location: On Site, 208 Blind Lake Road, Gregory, Michigan Attendees: See sign-in sheet
Items Discussed:
1. Introductions were made and the sign-in sheet was completed.
2. George Ananich (DTMB) presented an overview of the DTMB procurement process. DTMB is available to answer questions on the bidding process. Bidders were encouraged to be proactive and not wait until the last minute to submit.
3. Jon Moxey (F&V) gave an overview of the project:
a. Given the type of work, the project will be completed using the Michigan Department of
Transportation’s 2020 Standard Specifications for Construction, where applicable.
b. There are several staging areas identified in the DNR supplement of the specifications.
c. The intent is to keep the channel open to boat traffic only when it is safe to do so based on construction activities. The contract includes signage to help close the channel to boat traffic during times when it is unsafe for boat traffic.
d. DNR installed temporary timber crane mats to keep the bridge open to traffic following recent damage. As indicated in the specs, DNR will retain ownership of the mats. The contractor will be required to load the mats on a flatbed truck provided by DNR. The approach gravel installed at the ends of the mats is the property of the contractor to use to improve staging areas or dispose of as they see fit.
e. There is an allowance in the contract for relocation of the gas service to the residence on the island. It is the contractor’s responsibility to coordinate relocation with the gas company to be reimbursed using the allowance.
f. The new bridge was aligned to avoid a conflict with a wastewater force main as illustrated in the plans based on Miss Dig flagging and available construction records. It is the contractor’s responsibility to expose the force main prior to commencing with work that could impact it. If the forcemain is found to be in conflict, the alignment of the bridge can be adjusted to accommodate. F&V will provide additional direction at that time to assist with construction staking, which is the responsibility of the contractor.
g. This is a lump sum contract with an allowance for gas service relocation (as indicated previously), owner contingency, a deductive alternate for eliminating the fencing work at the private residence. There is also a unit price item for pile driving footage, as that quantity will be determined in the field using blow counts.
h. Fencing work can be completed prior to the start date for the bridge, as the bridge is the primary means of access to the private residence. There is also access via Edgewater Drive to the east, however, that is a private road requiring approval from the association. It is the DNR’s intent to limit the removal of mature trees in the fencing area. Once the alignment of

i. Removal of the existing bridge includes salvaging the crane mats (as indicated previously), removal of the existing timber superstructure, shallow concrete abutments and timber cribbing. The project also includes channel excavation work in the bridge area to form a cross section (depth and width) consistent with the rest of the channel.
j. All concrete (precast and cast in place) is to receive integral color for aesthetic purposes.
The precast geometry can differ from what is depicted in the design drawings, as the detailed design is the responsibility of the precaster. The original intent is to utilize the cast in place concrete deck as a composite structural member, however, if the precaster prefers a thicker top slab for the precast, the cast in place deck thickness can be reduced to accommodate.
The top slab of the precast can be prestressed, at the precaster’s option.
4. The meeting concluded with a walk-through of the project area.
The proceeding minutes are the writer’s interpretation of the major events of the meeting. If anyone in attendance disagrees with the writer’s interpretation, please indicate your discrepancy in writing within seven
(7) days of the dates of these minutes.
Sincerely, FLEIS & VANDENBRINK
