About this file
This is a Technical Requirements Document (TRD) for the procurement of one fully automated Fuel Oil Heat Exchanger (FOHE) Flusher System by the Department of the Air Force, Headquarters 96th Test Wing (AFMC) at Eglin Air Force Base, Florida, dated May 28, 2026.
The required equipment is a new, fully automated FOHE flusher system manufactured by HotFlush, Inc. Model HF11 AF F15 or equivalent, designed for flushing fuel oil heat exchangers on F-15 and F-16 aircraft. The system must operate on 240-volt single-phase electrical power and provide automated contaminant removal capability for maintenance troubleshooting and cleaning operations. The delivered package must include checkable 28-micron screens, 10-micron test papers, 10-micron reservoir filters, and required fittings/connectors. The system shall provide sufficient flow capability for aircraft FOHE flushing, support removal of particulate contamination, maintain operational reliability, utilize replaceable filtration components, and allow maintainers to verify contamination levels through included testing materials. Delivery shall be made to Eglin AFB, Florida with shipping/freight included in the quoted price, and equipment must be packaged to prevent damage during shipment and storage. The contractor/vendor shall provide an operator manual, maintenance manual, warranty information, manufacturer specifications, and recommended maintenance procedures. Standard commercial warranty coverage is required. Acceptance is based on delivery of all required components and accessories, verification of power and operational requirements, no visible shipping damage, equipment functionality per manufacturer specifications, and inclusion of required documentation. The document notes that the HF11 AF F15 model replaced the previous HF9 AF F15 model, and newer versions may provide increased flow rates without degradation in operational capability. "Brand Name or Equal" procurement language may be utilized if required by contracting.
