This project will occur in three (3) phases. Phase 01 of the project will start after contract award. This phase will consist of submittal and Government review of required pre-construction submittals, testing and acceptance of proposed materials to be used in the project, and obtaining all required permits and waivers (including the Temporary Airfield Construction Waiver or TACW) for submittal/approval. Phase 02 of the project will be the field work associated with mobilization, establishment of staging area and batch plants, construction of staging/parking
CONS_SOW_DBB Page 4 of 17 areas, investigation and surveying, and production, stockpiling of materials. Phases 01 and 02 will consist of an approximate 210-day period to allow time for all of the above items to be completed, investigated, and have any issues worked out prior to the start of construction that may result in the slowing or stopping of the construction progress. Phase 01 and 02 will not shut down the airfield or airfield operations. Phase 03 consists of demolition of the existing parking ramp and the new construction associated with the repair of Phase 5 of the 400 Aircraft Parking Ramp. Phase 03 has an airfield downtime (closure of parking spots to re-opening of parking spots) time limitation of 180 days.
Phase 02 activities; including mobilization, establishment of the staging and batching areas, asbestos sampling, and establishment of temporary taxiways cannot begin until 01 March 2026 at the earliest and after receipt of partial notice to proceed (NTP) by the Contracting Officer. Any work that breaks ground or temporarily disrupts airfield operations must be closely coordinated with the base to limit impacts to aircraft operations. Ground disturbances may not begin until the TACW and associated dig permit for the work are approved. See section C.2.1 below for further details on the TACW requirements. Phase 03; demolition and new construction activities may commence after receipt of full NTP by the Contracting Officer.
