Travis AFB - Repair 400 Ramp

Errata for Specifications Repair 400 Ramp

Phase 5

Travis AFB, CA

17 January 2025

SPECIFICATIONS:

1. SECTION 01 14 00:

Replace paragraph 1.1.1 with:

“1.1.1 Project Phasing

This project will occur in three (3) phases. Phase 01 of the project will start after contract award.

This phase will consist of submittal and Government review of required pre-construction submittals, testing and acceptance of proposed materials to be used in the project, and obtaining all required permits and waivers (including the Temporary Airfield Construction Waiver or TACW) for submittal/approval. Phase 02 of the project will be the field work associated with mobilization, establishment of staging area and batch plants, construction of staging/parking areas, investigation and surveying, and production, stockpiling of materials. Phases 01 and 02 will consist of an approximate 210-day period to allow time for all of the above items to be completed, investigated, and have any issues worked out prior to the start of construction that may result in the slowing or stopping of the construction progress. Phase 01 and 02 will not shut down the airfield or airfield operations. Phase 03 consists of demolition of the existing parking ramp and the new construction associated with the repair of Phase 5 of the 400 Aircraft Parking Ramp. Phase 03 has an airfield downtime (closure of parking spots to re-opening of parking spots) time limitation of 180 days. If Government awards Option 1, Phase 03 will be extended for 90 calendar days.

2. SECTION 01 35 13:

SECTION 01 35 Special Project Procedures: Replace references with the following:

• FAA AC 150/5300-13 Airport Design - 2024 Rev B

• FAA AC 70/7460-1 Obstruction Marking and Lighting – 2024 Rev M

Change 1

Add the following reference:

• FAA AC 150/5210-5D, Painting, Marking, and Lighting of Vehicles Used on an Airport – 01 Apr 2010

Paragraph 1.2 DEFINITIONS - Add the following Paragraph:

1.2.3 Vehicles and Construction Equipment

a. Vehicles are to be defined as anything that would be registered at the Department of Motor Vehicles for use on public roads for regular travel (ex. Pickup truck, sedan).

b. Equipment is to be defined as any construction equipment (ex. paver, excavator, loader, batch plant, etc.).

3.1.2 Schedule of Work/Aircraft Operating Schedules – Replace paragraph with:

“3.1.2 Schedule of Work/Aircraft Operating Schedules

Schedule work to conform to aircraft operating schedules. The Government will exert every effort to schedule aircraft operations so as to permit the maximum amount of time for the Contractor's activities; however, in the event of emergency, intense operational demands, adverse wind conditions, and other such unforeseen difficulties, the Contractor must cease operations at the specified locations in the aircraft operational area for the safety of the Contractor and military personnel and Government property. Submit a schedule of the work to the Contracting Officer describing the work to be accomplished; the location of the work, noting distances from the ends of landing areas, taxiways and buildings and other structures as necessary; and dates and hours during which the work is to be accomplished. Keep the approved schedule of work current, and notify the Contracting Officer of any changes prior to beginning each day's work.

No later than 30 days after contract award, submit the following to the Contracting Officer:

Construction Operations Plan to include a recurring 2 week look ahead throughout the life of the project

Construction Site Plan

Traffic Control Plan to include project Haul Route(s)

Heavy Equipment and Vehicle List

The above submittals are required for the Temporary Airfield Construction Waiver and FAA Form 7460. Processing of the waiver is expected to take up to 180 days.

Where flying is controlled, additional permission must be obtained from the control tower operator to enter a landing area unless such area is marked as hazardous to aircraft.”

3.1.3 Daytime Markings – Replace Paragraph with:

The standard for identification lighting of vehicles and construction equipment routinely operating in the AOA is an appropriately sized flashing or steady burning beacon, mounted on the uppermost part of the vehicle such that it is conspicuous from any direction including the air.

Color specifications should be yellow or flashing strobe. All vehicles and stationary/mobile construction equipment routinely operating in the AOA should be marked with a checkered orange and white flag attached on a staff and readily visible 360 degrees around the vehicle or equipment. Vehicles not routinely operating on AOA should be escorted by a properly lighted and flagged vehicle.

Mark all stockpiles plant with solid yellow flags. When flags are used to mark extensive or closely grouped obstructions, they should be displayed approximately 50 feet (15.24 m) apart.

The flag stakes should be strong enough to support the flags and be higher than the surrounding ground, structures, and/or objects of natural growth.

All lighting and markings should follow the provisions of FAA AC 70/7460-1 and FAA AC 150/5210-5D.

3.1.4 Nighttime Markings – Replace Paragraph with:

During nighttime, which begins 2 hours before sundown and ends 2 hours after sunrise, mark stationary and mobile equipment and material, and work with 2 aviation red obstruction lights.

Where the Contracting Officer determines that the lights may confuse pilots approaching for landings, the Contracting Officer may direct that the lights be left off or that the color of the lights be changed.

Light construction and installation must comply with FAA AC 70/7460-1. Lights must be operational during periods of reduced visibility, darkness, and as directed by the Contracting Officer.

No separate payments will be made for lighting and protection necessitated by the safety provisions.
