Can the government waive the responsibility questionnaire experience and use the subcontractor's experience or as a JV?Section L, 1.15, Page 9 of 14No, the responsibility questionnaire cannot be waived. This is the key step in the IFB process, since it has only been lowest price, responsive bidder, up to that point. See Section L, 1.15 1) b) for other particulars.
The "Amended Pre-Solicitation Notice" describes this project as a Design-Bid-Build, is it safe to presume that since this project has been built in phases that the “design” component is no longer accurate and this is a Bid-Build project?Page 2 of 5 of the "Amended Pre-Solicitation Notice"Design-Bid-Build refers to the fact that design for the project was completed before bidding for construction (i.e., construction contractor is not responsible for design services). Design drawings and specifications have been completed for the project and were provided in SOW Appendix A and B respectively in the Presolicitation Notice.

The IFB formal amendment will indicate the precise dates for solicitation issuance and bid opening.
In the meantime, would it be possible to advise as to the amount of working or calendar days that will be the duration of Phase 5 and 8N/APer updated SOW and Section 0021 00 Instructions to Bidders document, Phase 5 is now the Base Bid and Phase 8 is an Option (Option 1). Per Paragraph 1 of Section 0021 00 Instructions to Bidders, the total Period of Performance is estimated to be 420 calendar days (510 calendar days if Option 1 is awarded), with a limitation of 180 calendar days (270 calendar days if Option 1 is awarded) airfield downtime. Airfield downtime starts with closure of the areas for construction and ends with return of the completed pavement areas to the Air Force for active aircraft operations.
Also, I think it was mentioned at some point in the site visit but what is the expected completion date of the current phase 4?N/ABased on current schedule, Phase 4 is projected to be complete in March 2025. The completion date is subject to change.
Along with that answer, what is the date it is anticipated that Phase 5 and 8 will be able to begin?N/AThis project will occur in three (3) phases. Phase 01 of the project will start after contract award. This phase will consist of submittal and Government review of required pre-construction submittals, testing and acceptance of proposed materials to be used in the project, and obtaining all required permits and waivers (including the Temporary Airfield Construction Waiver or TACW) for submittal/approval. Phase 02 of the project will be the field work associated with mobilization, establishment of staging area and batch plants, construction of staging/parking areas, investigation and surveying, and production, stockpiling of materials. Phase 03 will consist of demolition of the existing parking ramp and the new construction associated with the repair of Phase 5 of the 400 Aircraft Parking Ramp. Phase 03 has an airfield downtime (closure of parking spots to re-opening of parking spots) time limitation of 180 days. Additionally, Phase 03 cannot begin until the Temporary Airfield Construction Waiver (TACW) is approved and Phase 4 has been re-opened (see response to Question 7).

Activities outside of the airfield perimeter (mobilization. stockpiling, construction of the site laydown, etc.) may begin given all other applicable pre-construction requirements (as defined in the contract documents) are satisfied.

What is the anticipated date that the current contractor working on Phase 4 will vacate the onsite batch plan area?N/AA biologist is not needed as long as all construction and haul route stays on pre-paved surfaces. Per response to Question 10, if establishment of an alterative haul route is required and involves non pre-paved surfaces, a biologist will be needed. For bidding purposes, assume a biologist will not be required.
Sheet GC401 shows the haul route to be used for the project entering on the North east side of the ramp, however sheet GP105 and GP108 show a different haul route that exits from the south end of the project. Please clarify what haul route will be utilized to access the project site.Haul Route is subject to change depending on airfield activities. For bidding purposes, base bid on utilization of the laydown area and haul routes shown on the drawings (e.g., Sheet GC401).
Sheet GC402 Note 11 states “Earth berm may be relocated or disposed at contractor’s expense.” Please confirm note 11 is applicable and the earth berm can be relocated or disposed.There are currently no relocation areas for the earth berm so relocation is not an option. However, Contractor can dispose of the earth berm at it's own expense (as indicated in Note 11). The note will be revised to make this clarification in Appendix E to the SOW ("Errata Drawings 400 Ramp Phase 5_8") as part of the final solicitation.
If proposed “D” Joints are substituted for proposed “H” or “F” joints, can proposed “D” joints then be substituted with “H” or “F” joints?Sheet 53 (CP105) & 74 (CP108) of 190; Note 1Per Note 1 on CP105 & CP108, "1. "D" Joint may be substituted for any "F" or "H" Joint except as noted." Per Note 2 on CP105 & CP108, "2. If PCC is placed in double wide lanes, the interior Joint may be a Type "F" or "H" Joint."
Will the current concrete paving contractor within Travis AFB be able to utilize their existing concrete batch plant and plant site for phases 5 &8?No. Runway 21R/03L is expected to open before Phase 5/8 is completed, which will preclude use of the existing batch plant site.
Will the current concrete paving contractor within Travis AFB be able to utilize their existing concrete mix design test results for mix acceptance for phases 5 &8 or will the current contractor need to resubmit a new design?The lowest responsible and responsive bidder will need to comply with all submittal requirements identified in the specifications (see SOW Appendix B, Travis AFB Ramp 400 Specifications). Bids should include all submittal requirements.
Does the contractor need to remove all curing compound?Curing compound removal from the surface is intended to provide a clean surface for application of striping. Cleaning of the entire surface is not required. Areas to receive markings, including the black masking, must be completely clear of all curing compound but may not be damaged by the removal process.
Will a biologist be required to be present and onsite for all work activities or just during excavation? Please provide clarity as to when a biologist is required to be present.A biologist is not needed as long as all construction and haul route stays on pre-paved surfaces. Per response to Question 10, if establishment of an alterative haul route is required and involves non pre-paved surfaces, a biologist will be needed. For bidding purposes, assume a biologist will not be required.
Will Tiger Salamander access need to be provided during all stages of work? During site visit no access was observed.Only straw waddles are needed to block salamander access to the construction site. Straw waddles are required around any storm drain and the south side of the construction site where the grass area meets the pavement. See Sheet GC501, Detail 5.
Will the contractor need to provide a gate guard for material deliveries at the South Gate?Gate guard is not required. For delivery, Contractor will be responsible for coordinating with base representatives to ensure on time material delivery. Contractor representative will have sponsorship authority in coordination with 60 CES and if needed, provide notification to the south gate/Security Forces personnel for expedite delivery for time sensitive materials.
Will the contractor need to provide a gate guard for access the Ramp area and FOD inspection?Gate guard will not be required as the area will be re-classified as a temporary non-restricted area during construction. Operators of any and every vehicle entering airfield from a non-paved surface (i.e. laydown area) will need to perform FOD inspection.
Will the contractor need to provide an escort to all vehicles entering and exiting the Ramp area to and from the construction area?Escorts will not be needed provided Contractor coordinates with the base to establish a "free-zone" (i.e., temporary non restricted area) and free-zone corridors (roadway into the restricted area leading to the job site). If escorts are determined to be necessary for this project, these would be provided by the government.
Will the proposed laydown area / plant & processing site viewed during site visit on Ellis Drive be available for use during phases 5 & 8? During site visit it was mentioned that environmental shut the site down, so want to assure this site will be available.The proposed site is cleared for environmental natural resources. The site is available. The contractor will be responsible of clearing the site before using it for laydown area.
Will all permitting for the laydown area / plant & processing site viewed during site visit on Ellis Drive be covered by USAF?Per Paragraph B.4.2 of the SOW, the Contractor shall develop, coordinate, apply for, and obtain all applicable permits, access (including off-base easements and leases), agreements, licenses, and certificates required to perform and complete the effort as specified in the contract documents.
Will the large dirt pile at the proposed laydown area / plant & processing site viewed during site visit on Ellis Drive be moved by others prior to the start of phases 5 & 8? This dirt was claimed to be contaminated during site visit and takes up a large portion of the usable space. If contractor is required to move pile, will owners provide an area within the base to move to and cover all environmental aspects, or can pile be reshaped to accommodate operations?The contractor will be responsible for clearing the site before using it for laydown area, which includes the removal of the dirt if necessary. The dirt could potentially be re-purposed if soil is tested and results indicate non-hazardous.
Will both phases 5 & 8 be able to be performed in conjunction? If so, please confirm the reinforced pavement detailed on sheet 53, south heading 337.5’ off reference line is unnecessary.Sheet 53 - CP105Per updated SOW and Section 0021 00 Instructions to Bidders document, Phase 5 is now the Base Bid and Phase 8 is an Option (Option 1). Bids should therefore be based on Phases 5 and 8 being separate and IAW the design. If Option 1 is awarded, Phases 5 & 8 can be constructed in conjunction (i.e.; as a single phase). If this occurs, transition pavement between Phases 5 & 8 will be de-scoped with the transition pavement area being constructed of permanent pavement. Follow jointing pattern on Sheet CP105 for slabs north of 337.5 and follow jointing pattern on Sheet CP108 for slabs south of 337.5. Additionally, a "D" joint may be substituted for the B joint at 337.5.
The project plans show the contractor staging area as the proposed batch plant location for concrete paving. However, during a site visit, we noted two active batch plants supporting the adjacent Phase 4 – 400 Ramp project, located south of the runway with access through the current runway work. If similar access and use of off-site or existing batch plants is allowed for the Phase 5/8 apron project, it could significantly impact haul distances, logistics, and pricing. We respectfully request clarification from the Government:

1. Is the batch plant location shown in the plans the only authorized site for this project?

2. Can contractors propose or use alternate batch plant locations, including those currently operating for adjacent projects? Clear guidance is essential to ensure fair, consistent, and competitive bids. Thank you for your clarification. Clarification of Batch Plant Location and Use of Existing Infrastructure 1. The staging area shown in the site visit/plans is the only area guaranteed to be available for Phase 5 and 8 construction. Base bid on utilization of the laydown area and haul routes shown on Sheets GC401 and GC402.

2. Contractor may propose an alternate batch plant site after award. Such a proposal would require Government approval based on operation requirements. The batch plant sites currently being used will not be available during Phase 5 and 8 construction. Off-site batch plants will not be allowed due to time requirements between batching and discharge.
