REQUEST FOR INFORMATION (RFI)
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
DEPARTMENT OF DEFENSE (DoD)
THIRD PARTY PAYMENT SYSTEM (TPPS)
TRANSCOM23D010
1. Purpose
This RFI is being issued for informational and planning purposes only. The information requested will be used within USTRANSCOM to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. This announcement is not a solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI or Virtual Meetings.
2. Description
USTRANSCOM, in conjunction with the Services, Combatant Commanders (CCDRs), and Theater Commanders (CDRs), provides technical direction and supervision over all traffic management functions incident to DoD passenger, cargo, mobility, personal property movements, US Customs and Border Protection (CBP) activities, management of intermodal containers and System 463L pallet and net assets, and the movement of human remains during peace and time of war.
The Deputy Secretary of Defense directed the implementation of a TPPS to pay for transportation services. DoD voluntary tenders require the use of the TPPS, and all DoD cargo movements must be offered only to commercial carriers who utilize the TPPS as their billing and payment system. The responsible DoD lead for the TPPS is the DoD TPPS Program Manager (PM) located at the Defense Finance and Accounting Service (DFAS) Transportation Mission Area (TMA). A TPPS Oversight Council is co-chaired by DFAS and the Assistant Deputy Under Secretary of Defense for Transportation Policy. The council provides overall guidance and direction, and facilitates system change requests to the TPPS contractor.
USTRANSCOM is seeking information about TPPS to provide Electronic Transportation Bill Payment Environment (ETBPE) for the DoD and other federal agencies. The DoD requires a fully automated transportation payment system, providing an auditable, real-time electronic transportation payment environment shared by Transportation Service Providers (TSPs). In accordance with (IAW) the Defense Travel Regulation (DTR), (www.ustranscom.mil/dtr/), the requirements include a common, real time, TPPS shared by shipping companies and the accounting process for the DoD and other federal agencies, while capturing and retaining detailed finance and accounting information at the transaction level. The payment system shall provide and facilitate worldwide support of transportation payments and functional data with the capability to authorize shipments, process expenses, and streamline purchase and payment systems for the DoD, Automated Payment and Accounting Process upon Government approval.
The DoD generates an average of 1,000,000 (+/- 10%) transactions per month, between all DoD Shipping Offices and all DoD Approved Carriers/Transportation Service Providers (TSP).
14 Task Orders have been issued against the TPPS IDIQ Contract by other federal agencies generating a combined average of 100,000 (+/- 10%) transactions per month.
Complete end-to-end implementation must be compliant with all statutory and regulatory requirements including the Chief Financial Officer and Federal Financial Management Improvement Acts (FFMIA) and Federal Generally Accepted Accounting Principles (FedGAAP). This continuing initiative endeavors to fully automate the processing of Government freight and personal property shipments and/or transactions.
Both the IDIQ and DoD TPPS requirements are outlined in the draft Performance Work Statements (PWSs) provided for your reference and review. The Government seeks comments from industry regarding the both the draft IDIQ and DoD TPPS PWSs outlining the TPPS requirement to clarify any ambiguities. These comments are excluded from the White Paper page limitation.
Place of Performance Performance will be at the contractor’s facility.
