REQUEST FOR INFORMATION (RFI) FOR UNITED STATES TRANSPORTATION
COMMAND (USTRANSCOM)
STEVEDORING AND RELATED TERMINAL SERVICES MILITARY OCEAN
TERMINAL SUNNYPOINT NC (MOTSU)
RFI NUMBER TRANSCOM22R003
1. Purpose.
This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL OR SOLICITATION OF ANY KIND. United States Transportation Command (USTRANSCOM) is not seeking or accepting unsolicited proposals for this requirement. This RFI should not be construed as a commitment by the Government to take or not take any action. The information requested will be used within USTRANSCOM as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government.
Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories. The applicable North American Industrial Classification System (NAICS) code is 488320 or 488999.
The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of performance of 1 September 2022 through 30 August 2027.
2. Description/Scope.
USTRANSCOM is seeking sources that possess the availability and capability to provide Stevedoring and Related Terminal Services (S&RTS) at the Military Ocean Terminal Sunny Point NC. Services will consist primarily of importing and exporting ammunition and explosives, as well as other DTS sponsored cargo. These tasks will cover the full spectrum of handling surface moving cargo from cargo reception to disposition, cargo documentation, stuffing and unstuffing containers, explosive sampling, cargo transfers, in-transit storage and processing cargo for simultaneous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR), Alternate Contracting Officer Representative (ACOR) and Ordering Officer (OO).
As well, the contractor shall provide sufficient qualified labor, gear and equipment and materials to satisfy the scope of this contract, and make every effort to rectify any shortfall, for which the Contractor will be paid at the applicable commodity or man-hour rates.
If the Government notifies the Contractor that the employment or the continued employment of any Contractor employee is prejudicial to the interests or endangers the security of the United States of America, the Contractor shall make any changes necessary in the appointment(s). A draft Performance Work Statement (PWS) is included (Attachment 3).
3. Information Requested.
Parties interested in assisting USTRANSCOM with this market research are requested to complete the Information Sheet (Attachment 1) and to submit detailed responses to the questions on the attached Survey (Attachment 2). Your responses to the questions on the Survey (Attachment 2) should be no more than Seven (7) pages. (Title pages, cover letter, etc., will not count against the page limit). Your tailored response will help us determine the most suitable approach to acquire these services.
4. Submission Information.
