MARKET RESEARCH SURVEY
Stevedoring and Related Terminal Services The Military Ocean Terminal Sunny Point NC

1. Is your company a registered agent able to provide Stevedoring & Related Terminal Services (S&RTS) at the Military Ocean Terminal Sunny Point NC (MOTSU)? What form of documentation would your company provide that demonstrates authorization to operate at MOTSU?

2. Can your company comply with certifications as per local laws and/or any other agency regulations, to perform Stevedoring and Related Terminal Services in The United States and at MOTSU?

3. What is your experience in providing management, labor, tools, equipment, supplies, materials, and other services necessary for Stevedoring and Related Terminal Services? Please note that experience refers to complexity as well as longevity.

4. Does your company have experience handling military vehicles, containers, and cargo to include HAZMAT and/or explosives? If yes, please provide examples of the type, size, and hazardous classifications.

5. Explain the abilities of your company to perform stevedoring operations with U.S. Military Cargo, i.e., cargo reception, staging, loading/unloading, lashing/securing vehicles. (wheeled, tracked, vehicles, trailers, and containerized U.S. Military Cargo), on board sea-going vessel, commercial trucks, and railcars.

Would your company be in acceptance of the preferred method of pricing by the piece as Each (EA) for containers, vehicles (based on weight class) and aircraft, and Measurement Ton (MTON) for breakbulk cargo? In your estimation, how do these methods of pricing align with commercial best practices?

7. If a contract materializes from this effort, the Government is contemplating one of the following periods of performance structures: 1. A five-year base ordering period with one six-month extension, if needed or 2. A one-year base ordering period, plus four option periods with one six-month extension if needed. Please identify and explain any limitations, constraints or regulatory concerns which may prevent you from performing under either of these two terms?

d. Was your company a prime or subcontractor?

g. If no direct performance or experience with the above, please explain how you will perform tasks utilizing experienced subcontractors, through a proposed teaming arrangement or hiring qualified personnel.

9. If an award was to materialize from this effort, would your company be able to start performance within 30 days of contract award, If not, how much transition time would you need to become operational ready to start?

10. Offerors are required to register in SAM (www.Sam.gov) at the time a quote is submitted in order to comply with the most current representations and certificates. Is there anything impeding compliance with this requirement?

11. Please review the draft Schedule of Rates (SOR) attached. Do the units of measure annotated align with commercial industry best practices? How can it be revised to improve quality of service to the end user and provide cost savings to the Government? Please be as specific as possible.
