QQ # RE-26-QQ-08 SECTION 4 - SCOPE OF WORK Page 7
SECTION 4 - SCOPE OF WORK
4.1 General Description
The work consists of the rehabilitation and resurfacing of the existing four (4) tennis courts at
TownGate Park, located at 901 NW 155th Avenue, Pembroke Pines, FL 33028, including preparation and repair of the existing asphalt court surface, correction of cracks, depressions, localized pavement failures, and other surface deficiencies, application of a new acrylic tennis court surfacing system, regulation tennis court striping, and associated improvements required to provide complete and playable court surfaces.
The intent of this project is to rehabilitate and resurface the entire playing surface of all four (4) tennis courts with a new acrylic tennis court surfacing system; however, the project does not require complete milling and replacement of the existing asphalt pavement. Sound existing asphalt pavement shall remain. Asphalt removal, replacement, patching, leveling, crack repair, and/or base repair shall be performed only in localized areas where required based upon existing field conditions. Following completion of all required localized repairs and surface preparation, the entire court surface shall receive the specified Laykold acrylic tennis court surfacing system, or a City-approved equal, and new regulation striping.
All work shall be performed in accordance with applicable City of Pembroke Pines standards, FDOT requirements, where applicable, current USTA/ASBA recommendations, the specified surfacing system manufacturer’s requirements, and applicable industry standards.
The Contractor shall field verify all existing dimensions, elevations, drainage patterns, surface conditions, quantities, and other conditions necessary to complete the work. The City will not provide quantities or measured repair areas. Each Contractor’s price shall include all work determined to be necessary based upon its site investigation, including observations and field measurements performed during the court flooding site visit.
4.2 Existing Conditions and Preparation
A. Inspect and field verify the condition of the existing tennis court pavement, drainage, court equipment, and adjacent improvements prior to commencing work.
B. The City will conduct an additional site visit to facilitate evaluation of existing court depressions and ponding in accordance with commonly accepted USTA/athletic court resurfacing flood-test practices. Prior to the scheduled site visit, the City will flood the existing tennis court surfaces and allow the courts to drain and dry naturally for approximately one (1) hour. The site visit will be scheduled to occur following this one-hour period so Contractors can immediately observe and evaluate areas of retained standing water. Areas retaining standing water greater than approximately
1/16 inch in depth following the one-hour drainage/drying period shall be considered depressions or
“birdbaths” requiring correction.
C. During the site visit, each Contractor shall independently identify, measure, and document the limits and approximate quantities of depressions, birdbaths, ponding areas, and other observable surface deficiencies. Contractors shall bring all measuring equipment necessary to perform this
QQ # RE-26-QQ-08 SECTION 4 - SCOPE OF WORK Page 8 evaluation and shall use their field observations and measurements to determine the quantities required for their Base Bid.
D. Identification of a depression or birdbath does not automatically require asphalt removal and replacement. The Contractor shall determine the appropriate repair method based upon the condition encountered and applicable USTA/ASBA recommendations, City standards, and the manufacturer’s written requirements for the specified Laykold acrylic tennis court surfacing system, or a City-approved equal. Corrective work may include approved leveling/patching materials compatible with the specified surfacing system, crack repair, localized asphalt milling/removal and replacement, and localized base repair where necessary.
E. The City will not identify, mark, measure, quantify, or establish repair limits on behalf of
Contractors. Each Contractor shall determine the extent and quantities of repairs required based upon its own site investigation and shall include all required repairs in its Base Bid.
F. Protect all existing improvements designated to remain throughout construction.
G. Existing perimeter fencing is not part of the renovation scope and shall remain the responsibility of the City. Where necessary to provide access for construction equipment, the Contractor shall temporarily pull back and/or remove portions of the existing fencing as required. Upon completion of the work, the Contractor shall reinstall and secure the affected fencing and return it to the same condition in which it was found. Any damage to the fencing caused by the Contractor’s operations shall be repaired at no additional cost to the City.
H. Remove existing tennis nets, posts, center straps, anchors, and other equipment only as necessary to complete the work. Equipment designated for reuse shall be protected and reinstalled upon completion.
I. Clean and prepare existing court surfaces as required to remove dirt, mildew, loose or deteriorated coatings, vegetation, debris, oil, and other contaminants that may interfere with pavement repairs or adhesion of the new surfacing system.
4.3 Localized Pavement Repair and Preparation
A. Complete milling and replacement of the existing asphalt court surface is not required. Existing asphalt pavement that is sound and suitable to receive the new acrylic court surfacing system shall remain.
B. Identify and repair localized areas exhibiting depressions, ponding, cracking, hydrostatic bubbling, pavement deterioration, settlement, instability, or other deficiencies that may adversely affect the performance of the completed court surface.
C. Localized deficiencies shall be corrected using the appropriate repair method based upon the condition encountered. Repairs may include crack repair, approved patching and leveling materials compatible with the specified Laykold acrylic tennis court surfacing system, or a City-approved equal, localized asphalt milling/removal and replacement, and localized base repair where necessary to establish a sound and stable substrate.
QQ # RE-26-QQ-08 SECTION 4 - SCOPE OF WORK Page 9
D. Where localized asphalt removal and replacement is required, the Contractor shall remove deteriorated or unsuitable pavement to the depth necessary to eliminate the deficient material and establish a suitable substrate for the repair.
E. The City will not establish a predetermined quantity or allowance for localized pavement repairs.
Contractors shall use the required flood-test site visit and their independent field investigation to identify and measure depressions, ponding, pavement deficiencies, and other observable conditions and determine the extent and quantities of repairs required. All such work shall be included in the
Contractor’s Base Bid.
F. The Contractor shall be responsible for including all work reasonably identifiable through the required site investigation and Contract Documents in its Base Bid. If an unforeseen condition is discovered during construction that could not reasonably have been identified during the site investigation and requires work outside the awarded scope, the Contractor shall immediately notify the City and obtain written authorization in accordance with the City’s applicable change-order procedures prior to performing such additional work. Failure by the Contractor to identify or quantify observable conditions during the required site investigation shall not, by itself, constitute entitlement to additional compensation.
G. Completed asphalt repairs shall match the existing finished grade and transition smoothly into the surrounding pavement. Repairs shall not adversely affect existing drainage patterns, gates, fence bottom rails, sidewalks, drainage structures, or adjacent improvements.
H. Remove and legally dispose of materials generated by the work in accordance with applicable
City requirements.
4.4 Asphalt Repair Requirements
A. Localized asphalt repairs shall be performed in accordance with applicable City of Pembroke
Pines Engineering Standards, FDOT requirements where applicable, USTA/ASBA recommendations, and the manufacturer’s written requirements for the specified Laykold acrylic tennis court surfacing system, or a City-approved equal.
B. The Contractor shall determine the appropriate removal/milling depth and compacted asphalt repair thickness based upon the existing pavement condition and the depth of deterioration encountered.
C. Apply tack coat, prime coat, or other bonding treatment where applicable and as required based on the repair condition.
D. Completed repairs shall provide a dense, smooth, stable, and uniform surface suitable for application of the specified Laykold acrylic tennis court surfacing system, or a City-approved equal, and shall be flush with the surrounding pavement without ridges, depressions, abrupt elevation changes, or other irregularities.
QQ # RE-26-QQ-08 SECTION 4 - SCOPE OF WORK Page 10
E. All localized asphalt repairs shall be completed and cured, or otherwise prepared, in accordance with the acrylic surfacing manufacturer’s approved written requirements prior to application of the acrylic surfacing system.
4.5 Court Drainage, Ponding and Surface Tolerance
A. The Contractor shall evaluate existing drainage patterns and surface conditions and perform repairs in a manner that maintains or improves positive drainage across the court surface.
B. The completed playing surface shall conform to applicable USTA/ASBA recommendations for tennis court slope, planarity, surface evenness, and drainage.
C. Following completion of localized pavement repairs and prior to application of the acrylic surfacing system, the Contractor shall perform a final evaluation of the court surface for depressions and standing water. Areas retaining standing water greater than approximately 1/16 inch in depth following approximately one (1) hour of drainage/drying under suitable conditions shall be corrected prior to application of the acrylic surfacing system.
D. Depressions or “birdbaths” exceeding the specified tolerance shall be corrected using approved leveling/patching materials compatible with the specified Laykold acrylic tennis court surfacing system, or a City-approved equal, or through localized pavement repair where warranted by the underlying pavement condition.
E. The Contractor shall not proceed with acrylic surfacing until all required pavement repairs and surface corrections have been completed and the surface is suitable to receive the specified coating system.
4.6 Acrylic Tennis Court Surfacing
A. Clean and prepare the entire playing surface of all four (4) tennis courts, including existing and repaired pavement areas, in accordance with the acrylic surfacing manufacturer’s written requirements.
B. Repair minor surface imperfections and perform final leveling as required to provide a uniform playing surface suitable for application of the acrylic surfacing system.
C. Provide a complete Laykold acrylic tennis court surfacing system, or a City-approved equal, suitable for exterior tennis court applications and compatible with the existing and repaired asphalt surfaces.
D. The complete surfacing system shall include all required surface preparation materials, acrylic resurfacer, color coatings, textured line paint, and other compatible components required by the manufacturer for a complete installation.
E. Apply the manufacturer’s recommended acrylic resurfacer and a minimum of two (2) acrylic color coats, or the number of coats required by the approved manufacturer’s complete system, over the entire playing surface of all four (4) courts.
QQ # RE-26-QQ-08 SECTION 4 - SCOPE OF WORK Page 11
F. As part of the Bid Submission, the Contractor shall identify the proposed acrylic court surfacing manufacturer and product/system and provide applicable product specifications/data demonstrating compliance with the requirements of this Scope of Work.
G. Final court colors shall be selected by the City after award and prior to installation. Contractors shall include the manufacturer’s standard two-color court system in their Base Bid. Selection of standard manufacturer colors shall not result in an additional cost to the City.
H. All components shall be installed as one complete and compatible system in accordance with the manufacturer’s written installation requirements.
4.7 Court Layout and Striping
A. Provide complete regulation tennis court layout and striping in accordance with current
USTA requirements.
B. Field verify court dimensions prior to striping.
C. Playing lines shall be accurately located, straight, uniform, sharply defined, and installed using textured acrylic line paint compatible with the approved court surfacing system.
4.8 Court Equipment
A. Existing tennis court equipment, including nets, net posts, sleeves, center straps, anchors, and associated hardware, shall remain and be reused unless otherwise specifically identified by the City.
B. The Contractor shall remove, protect, reinstall, and adjust existing court equipment as necessary to complete the work.
C. Existing equipment damaged as a result of the Contractor’s operations shall be repaired or replaced at no additional cost to the City.
D. All reinstalled equipment shall be properly positioned and adjusted to accommodate the completed court surface.
4.9 Final Testing and Acceptance

6 VENDOR REGISTRATION
6.1 Do you currently have a City of Pembroke Pines Vendor Number registered in the
PaymentWorks System?*
▪ The City of Pembroke Pines utilizes OpenGov as its e-Procurement platform for solicitation and bid submission purposes. However, please be advised that vendor registration for onboarding and processing payments is handled separately through the City's Accounts Payable Division using PaymentWorks, a secure online vendor management platform.
▪ All vendors that will be submitting invoices and requiring payments from the City are required to register on the PaymentWorks platform. If the vendor is not currently registered with the City via PaymentWorks and does not have a Vendor Number, the
City will have to invite the vendor to register.
▪ For formal solicitations such as this project, the Procurement Department will send
PaymentWorks registration invitations to vendor(s) who are under active
