About this file

This is a Request for Proposals (RFP) from the Town of Warrensburg, New York, for well and septic inspection and repair services to support state and federally funded community development programs. The selected contractor will provide services over a 3-year period and work with Town staff, consultants, and grant applicants to assist income-eligible residents through residential housing rehabilitation and mobile home replacement programs. The scope of work encompasses two primary tasks: comprehensive inspections of existing well and septic systems for functionality and compliance with New York State Department of Health (DOH) Appendix 75-A and Department of Environmental Conservation (DEC) standards, and repair or replacement services including minor repairs (well pump replacement, pressure tank replacement, septic baffles, distribution boxes) and major replacements (new septic tanks and absorption fields). Well inspections must include flow/yield testing, potability testing for bacteria, lead, nitrates and nitrites, and well head inspection; septic inspections must include dye or hydraulic load testing, tank inspection with pumping, and location mapping of distribution and absorption fields. Proposals are due by 3:00 p.m. on May 21, 2026, and must include completed bid sheets separating inspection costs from repair costs, firm qualifications and prior experience documentation, and optional appendices. Work will commence immediately upon contract award.

All well work must be performed by a New York State DEC Registered Well Driller, and septic work must be overseen by contractors experienced in Appendix 75-A compliance. The Town has established contracting goals including a 6.00% Service-Disabled Veteran-Owned Business (SDVOB) goal, 15.00% Minority Business Enterprise (MBE) goal, and 15.00% Women Business Enterprise (WBE) goal. No identical or substantially similar contracts have been awarded in the past five years. The selection committee, comprised of Town staff and officials, will evaluate proposals based on recent experience with state and federally funded housing rehabilitation programs, scope of services, and proposed cost, with preference given to local firms. The Town reserves the right to accept or reject any proposals and may conduct interviews at the consultant's expense. The proposal review and interview process is expected to conclude within one week, after which the selected firm will enter into a standard Professional Services contract with the Town.
