About this file
This is a Request for Proposals (RFP) issued by the Town of Monument, Colorado, soliciting proposals from qualified consultants to perform a comprehensive water rate study. The Town seeks a consultant to prepare a cost-of-service study, validate the rate structure, and recommend rates that generate adequate revenue to cover current and future operational needs, including operations and maintenance costs, capital improvements, infrastructure repairs, and reserve funds. The RFP was released on April 9, 2025, with proposals due by May 5, 2025 at 4:00 PM local time, and an expected recommendation date of June 16, 2025. The project scope includes a 10-year projected analysis, bi-weekly progress meetings, cost of service analysis, rate design with up to four rate structure options, and public outreach including community meetings and educational materials.
The Town's water system is a self-supporting enterprise fund that currently produces 160 million gallons of water annually from 12 active wells, with system water losses averaging 4.60% in 2024. Water customers are charged metered or non-metered rates with a fixed administration charge, and a voter-approved half-cent sales tax supports water system expansion projects. The RFP emphasizes the need for a study that can assess future water consumption scenarios based on weather patterns and state regulations, benchmark comparisons with similar agencies, and develop rate structures that address potential regulatory changes or unforeseen events. The Town will evaluate proposals based on proposed costs, schedule, responsiveness, consultant expertise, professional references, and other material criteria, with the potential to use a numerical valuation system to rank proposals.
