About this file

This document is Addendum 3 for RFP #2025-08 issued by the Town of Farragut, Tennessee, concerning the Fiber Optic Cable Implementation Project. The addendum updates the proposal submission deadline to November 18th, 2024, at 2:00 PM, with sealed bids to be received at 239 Jamestowne Blvd., Farragut, TN 37934. The addendum includes a plan revision for Sheet 11 requested by Kinder Morgan, involving notes about easement and pipe location, and provides detailed responses to potential bidders' questions about project specifications, network compatibility, prequalification requirements, and bid submission details.

The addendum clarifies several key technical aspects of the project, including network equipment compatibility (specifying a Ruckus ICX 7550 Layer 3 Ethernet Switch and Transition Networks SISPM1040-582-LRT Layer 2 Switches), network standards development, and maintenance responsibilities. The Town of Farragut will maintain the network after construction and testing, with the contractor responsible for maintenance prior to system acceptance testing. The document also outlines the town's approach to evaluating potentially unbalanced bids, which involves comparing unit prices to similar projects across Tennessee and reserving the right to reject bids with disproportionate pricing. Notably, bidders are instructed not to alter the bid book or suggest contract redlines prior to submittal.

RFP #2025-08

Bid Addendum #3 Issued 11/05/2024

Item #1 Attachments

1. A plan revision was made for Sheet 11 at the request of utility provider Kinder Morgan. The revision includes Kinder Morgan notes in addition to approximate easement and pipe location.

Item #2 Questions and Answers

1. We have been previously qualified with TDOT but resubmitted our questionnaire today for requalification. Can we still submit a proposal?

- The RFP states that the contractor must be prequalified by the bid (opening) date.

2. Do we need to submit only 1 original bid proposal?

- Please submit one (1) bid proposal.

3. Is there a defined standard hardware vendor to ensure compatibility/standards with existing network devices? (i.e. Cisco, TP-Link, Fortinet)

- No, the only requirement in SP725 is compatibility with the existing Layer 3

Ethernet Switch in the TOC. The existing Layer 3 switch is a Ruckus ICX 7550 and the Layer 2 Ethernet Switches are Transition Networks

SISPM1040-582-LRT.

4. Is redundant power already set in each room/location or should bid also include UPS?

- No, a UPS is not located in each room or location and should not be included in the bid price.

5. Are standards already defined for IP addressing, VLANs, security, etc. by the technology services department of Farragut?

- According to SP725, the Contractor will coordinate with the Town of

Farragut to develop the networking standards while preparing the Requirements Definition Document (RDD).

6. Who is maintaining the network and equipment post installation? The wording in section G. System Integration statement 1 is a bit ambiguous for when ownership of support transfers.

- The Town of Farragut will maintain the network once construction and testing are complete. The contractor shall maintain the network prior to system acceptance testing (SAT).

7. Are there any specific specifications needed for the Fiber Optic Termination Cabinet (725- 23.29)? I could not find this unit in the SoW / Unit Descriptor.

- Please refer to SP730FA (which was included in Addendum 2) for cabinet specifications and see Sheet 03 in the construction plans for cabinet dimensions. The cabinet shall have a black finish.

8. Also, for the data racks, ethernet switches, etc. Should a battery backup be quoted as part of this bid?

- No, a battery backup should not be included as part of the of this bid.

9. Can you provide additional clarification on the Unbalanced Bids provision? How is it determined that a unit price may be out of balance? If you proceed with award, will you stipulate which units are out of balance prior to work beginning? Will we get reimbursed at the unit prices it was awarded us under?

- The Town of Farragut, in coordination with the project Engineer, will review each bid item and compare them to unit prices from similar sized and scoped projects from across the state of Tennessee to determine if an item(s) is unbalanced. The Town reserves the right to reject any bid if it determines any item(s) is unbalanced. If an item(s) is considered unbalanced, the bid will be rejected; therefore, that contractor will not be awarded the project.

10. Are we able to suggest redlines to the contract with our bid?

- The bid book shall not be altered prior to submittal.
