About this file
This is a Title VI Preliminary Assessment Memorandum prepared by the Regional Transportation District (RTD) in Denver, Colorado, dated February 26, 2025, evaluating the impact of a Ticket Vending Machine (TVM) removal and replacement project on minority and low-income populations. The project involves the removal of 185 active TVMs and 48 non-active TVMs, with installation of 173 new TVMs distributed as follows: 113 at existing TVM locations, 54 along the East Colfax Bus Rapid Transit corridor, 1 at Civic Center Station, 5 spare units, and an optional purchase of 6 TVMs for the Denver Union Station Bus Concourse. The assessment identifies stations by concern level, ranging from lower concern facilities such as Denver Union Station Historic Building (9 TVMs) and Iliff Station (3 TVMs) to higher concern locations including 40th/Airport-Gateway Park Station (5 TVMs) and Peoria Station (5 TVMs).
The preliminary assessment reveals significant Title VI implications requiring consideration before project advancement. Of the 24 active TVMs to be removed, 13 (54 percent) would result in potential disparate impact for minority populations and 15 (63 percent) would create potential disproportionate burden for low-income populations. Among 46 non-active TVMs slated for removal, 30 (65 percent) would impact minority populations and 25 (54 percent) would burden low-income populations. The analysis applied a quarter-mile buffer around stations and considered available alternative TVMs at each location. The memorandum notes that proximity to retail networks and sales outlets, account-based ticketing, and fare capping are additional consideration factors that RTD must address to mitigate barriers to access for protected Title VI populations before project implementation.
