About this file
Summary
This is an Internal Cost Estimate (ICE) document prepared by the Denver Regional Transportation District (RTD) dated March 16, 2026, for the Ticket Vending Machine (TVM) Replacement Project. The project involves the removal of 185 existing TVMs and installation of 173 new full-function TVMs across RTD's service area, with 121 units for RTD locations, 54 units along the East Colfax Bus Rapid Transit corridor, 1 unit at Civic Center Station, and 5 spare units. An optional purchase of 6 additional TVMs for Denver Union Station Bus Concourse is also included. The scope encompasses hardware procurement, software installation for a Central Data Collection and Information System, on-site training, documentation, removal and installation across six scenarios ranging from low-effort to trenching work, grounding, and miscellaneous parts and equipment.
The total base project cost is estimated at $18,236,419, with an additional $1,200,000 in extended hardware, software, and firmware warranty options (Years 1-8 at $150,000 annually), bringing the total project cost to $19,436,419. Cost components include $11,340,000 for hardware (TVMs at approximately $60,000 per unit with suggested updates to $66,000 for full-service machines), $80,000 for software, $2,200,390 for training, removal, and installation, and $1,576,626 for miscellaneous costs including special tools, network equipment, and tariff adjustments. A 20% contingency of $3,039,403 is included in the base cost. The document contains multiple internal threaded comments identifying cost uncertainties and requiring verification from asset management, revenue, and cybersecurity departments regarding warranty pricing, parts determinations, tariff calculation methodologies, and the proper scope of software inclusions.

My suggestion would be to use a percentage of the total TVM purchase for determining Tariff.

I don't believe this should be included in the ICE for the TVM purchase since this appears to be a separate contract but per our 3/6/26 conversation, please confirm with Cybersecurity.
