About this file
This is a Goal Determination Letter issued by the Regional Transportation District (RTD) in Denver, Colorado, regarding the Ticket Vending Machine (TVM) Replacement Invitation for Bid (IFB). The project involves the removal and disposal of 185 existing TVMs and the installation of 173 new TVMs across RTD's service area, with an option to purchase 6 additional units for the Denver Union Station Bus Concourse. The new TVMs will be distributed across 113 existing locations, 54 locations along the East Colfax Bus Rapid Transit corridor, and 1 location at Civic Center Station. The scope of work also includes a comprehensive training program for RTD personnel involved in TVM operation, maintenance, and support services. The contract duration is 1 year with a total projected cost of $15,137,419.
The contract is subject to federal terms and conditions due to the inclusion of U.S. Department of Transportation federal funds. RTD has established a Small Business Enterprise (SBE) participation goal of 5 percent based on a thorough review of available SBE-certified firms and subcontracting opportunities. The SBO identified 21 SBE-certified firms with applicable NAICS codes, primarily in electrical contracting (NAICS Code 238210), that are ready, willing, and able to participate as prime or subcontractors. RTD's historical SBE goals for similar projects have ranged from 5 to 20 percent, and the 5 percent goal determination was deemed reasonable, practical, and obtainable given current market conditions and the available pool of certified firms. No special circumstances were identified that would preclude SBE participation.

Re: Goal Determination Reevaluation for the Ticket Vending Machine (TVM)
Replacement IFB
The Regional Transportation District’s (RTD) Information Technology department has requested a goal determination for the Ticket Vending Machines (TVM) Replacement IFB. This contract was assessed by the Small Business Opportunity Office (SBO), however changes in the scope of work and ICE made it necessary to complete this reassessment. It should be noted that this contract will include federal funds, therefore federal terms and conditions have been added. The total projected cost is $15,137,419 and the contract duration is 1 year.
Based on the U.S. DOT Interim Final Rule (IFR) published on October 3, 2025, recipients are not permitted to set SBE goals on any US DOT federally assisted contract, until the Unified Certification Program conclude recertification of all current DBEs. Meanwhile, based on the Frequently Asked Questions and Answers (FQAs) issued by the U.S. Department of Transportation on December 1, 2025, in reference to the IFR, US DOT are permitted to implement their own race- and sex-neutral small business programs on federally assisted contracts. Therefore, and consistent with this guidance RTD may assess the utilization of Small Business Enterprises as part of its contracting efforts. Consequently, this contract is subject to an SBE goal assessment.
The purpose of this contract involves removal of current TVMs, and installation of new ones. The work includes removal and disposal of 185 existing, and installation of 173 new TVMs, with option of purchasing 6 additional ones. The project also includes a comprehensive training program for RTD personnel involved in TVM operation, maintenance, and support. The internal cost estimate, and subcontractable scopes of work cross referenced by the available pool of SBE certified firms within their specific NAICS codes, along with other factors were used to evaluate the SBE participation goal in this project.
A list of applicable tasks/scopes of work, cost per task item/scopes of work, percentage of costs and corresponding applicable percentages based on the task items/scopes of work identified in the independent cost estimate, can be translated into areas of opportunities for SBE participation consideration. According to the information provided, the only scope of work is the removal of current TVMs, purchase and installation of new TVMs, training, maintenance, and support services.
SBO reviewed the detailed cost estimate and projected hours/values for each of the above-mentioned scopes of work to ascertain areas of reasonable and practical SBE participation. For the purposes of goal assessment, the areas that have been selected reflect ready, willing, and able areas of subcontracting opportunities for SBE participation. Review of the detailed cost estimate and the list of available SBE firms revealed the following information:

• The number of SBE firms that could work on this project is 21.
• There are no reported special circumstances associated with this project that would preclude the utilization or participation of certified SBE firms.
• RTD’s goals determinations for similar projects have been between five percent (5%) and twenty percent (20%).
After a thorough review of the scope of work, as well as opportunities that exist for current willing SBEs in past similar contracts and taking into consideration all the facts and circumstances surrounding this contract, the SBO contends that a five percent (5%) SBE participation goal is still reasonable, practical, and obtainable. Accordingly, the SBO’s assessment of this contract remains five percent (5%) SBE participation goal.
The SBO has identified 21 SBE certified firms with the appropriate NAICS codes that could participate as prime or subcontractors for this contract. The list has been attached to this letter. Please include this excel list of firms as part of the procurement package to be submitted to the Contracting and Procurement team, to make sure they get notified about this IFB.
