I. Contracting Activity.

II. Nature and/or description of the action being processed.
This is an individual J&A for purchase of a commercial Hybrid 3D printer manufactured by Titan Inc. This is not a bridge action as defined in the AF Bridge Action Reduction Plan. This action is for the purchase of one Titan Atlas pellet-fed printer and hybrid Pellet + Filament extrusion system which is a large format industrial 3D printer. The required brand name is Titan Atlas. The estimated price is resulatant award will be a Firm Fixed Price (FFP) purchase order.
Estimated date of award is 1 July 21.
III. Description of supplies/services required to meet agency needs.
This is a supply purchase for one printer. It is comprised of One Atlas 2.5 Hybrid Filament + Pellet Extrusion 3D Printer CLP-A2.5F+PE, one High Temperature Heater Band - Nozzle C-HTHB-N, three High Temperature Heater Band - Barrel C- HTHB-B, one Atlas Standard Heated Enclosure CLP-AS-E, one Pellet Dryer CLP-PD, one HEPA Air Filtration Unit CLP- HAFU, one Installation and Training I&T, one Safety Switch Full functionality, one Auto Z-height, one 2nd Mastiff Filament Extruder CLP-2M-RDE, one High Temperature Filament Dryer CLP-HT-FD, one Consumables Kit - Hybrid Extrusion K-CF+P, one Tool Kit - Maintenance K-MT, one Tool Kit - Printing K-TP, one Hardened Steel Nozzle Custom Size C-SN. Estimated delivery date is 1 Oct 21.
IV. Statutory authority permitting other than full and open competition.
10 U.S.C. 2302b, as implemented at FAR 13.106-1(b), Brand Name solicitations.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Atlas pellet-fed printer and hybrid Pellet + Filament extrusion system is the only turnkey system that fits within the shop space requirements that has a sufficient extrusion system to meet 76 PMXG's flow rate requirements. This is based on the following unique features required for the masking and tooling requirements: Pellet Extruder compatible with .6mm up to 10mm nozzles; Pellet material compatibility: ABS, ASA, Polycarbonate, Nylon 6, 6-6, and 12, Aqua System 120, CF-PEI, GF-PEI, CF-PEKK, GF-PEKK, CF-PEEK, GF-PEEK, CF-ABS, GF-ABS, CF-PC, GF-PC, CF-Nylon, and GF- Nylon; Low durometer materials: TPEE, TPU, TPE, PEBA, Hytrel 30 Shore, Hytrel 60 Shore. Up to 30 pound per hour maximum pellet deposition rates; Two filament fed extruders for support and auxiliary materials; 42" x 42" x 48" print volume on a Cartesian system within +-.005" across all axes; Heated enclosure capable of 80C; Interchangeable print surface capability with a heated vacuum print bed. Vacuum feed system for pellet extruders; HEPA air filtration.
Expandable I/O channels for monitoring and control such as thermal imaging. The purchase of the Titan brand will result in savings of $837,091.00 annually. The purchase of a different brand will result in significant degradation of mission accomplishment due to delays in flow rate and reduction in savings. The purchase of the Titan brand printer is

Only the Titan brand printer is capable of providing the performance capabilities listed above without the USAF experiencing unacceptable delays in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
This requirement will be synopsized on beta.sam.gov to ensure maximum practicable competition.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government through price analysis. Being a commercial item, certified cost and pricing data cannot be requested, however, other than certified cost and pricing data and redacted invoices of similar items can be requested for comparison purposes. The Contracting Officer may request a technical evaluation from the SME to aid in the contractor's quote. Competitive quotes will also assist with determining fair and reasonable price.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted from 3 Mar 21 to 25 Mar 21, using SBA's Dynamic Small Business Search, internet searches and GSA Advantage. The result is the Titan brand printer being the best value for the Government.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The Government will continue to monitor the market for competition from other manufacturers that can offer acceptable products for the Titian Atlas 3D Printer.
